Under general direction the Ports Senior Waterfront Property Manager is responsible for marketing leasing and managing the Ports retail commercial and industrial properties within the parameters of a regulatory environment. The Senior Property Manager is also responsible for carrying out interpreting and coordinating existing policies methods and procedures of the Ports Real Estate & Development Division related to management and leasing of Port real estate.
This is a management level position that requires experienced leadership and hands-on property asset and facility management and analytic background. This position handles the more complex negotiating/leasing activities significant property issues and direct supervision of various professional and support staff. This position requires the ability to communicate effectively orally and in writing and to make presentations to a variety of entities such as the Port Commission Board of Supervisors community groups and Port senior management.
The essential functions of this position include:
Qualifications :
Education
Possession of bachelors degree from an accredited college or university; AND
Experience
Five (5) years of verifiable experience in commercial and/or industrial real estate property or asset management which must have included negotiating drafting interpreting and administering commercial leases and other rental agreements overseeing property maintenance providing customer service and resolving problems between tenants and landlords preparing original reports and correspondence and dealing directly with the public.
Please Note: Experience limited to apartments condos single-family homes or residential property management with retail floor space primarily serving residential tenants does not meet the qualifications for this role.
License
Possession of a valid California drivers license (to be presented at time of appointment). Employees must be insurable under the Ports automobile liability insurance. Insurability must be maintained throughout employment.
Substitution
Education Substitution: Additional qualifying work experience as described above may be substituted for the education requirement on a year-for-year basis up to two (2) years (One year of work experience is equal to 30 semester units or 45 quarter units).
Experience Substitution: Possession of a masters or doctorate degree from an accredited college or university in real estate business administration with a finance or real estate concentration or law degree with a real estate concentration may substitute for one year of the required experience as described above.

Transportation Worker Identification Credential (TWIC) Card
This position requires that the incumbent be qualified for unescorted access to the Ports Maritime Transportation System (MTS). An application for a TWIC card may be submitted after employment has commenced. Employment in this position requires that the incumbent undergo a criminal history check immigration check and terrorist threat assessment including FBI fingerprints in order to determine eligibility for security clearance.
The incumbent must submit an application for successfully acquire and maintain a TWIC card. Per Civil Service Rule 110.9.1 every applicant must possess and maintain the qualifications required by law and by the announcement for this examination. Failure to acquire or maintain a TWIC card a requirement for this position may be the basis for termination from employment with the Port Commission.

Selection Procedures:
After application submission candidates deemed qualified must complete all subsequent steps to advance in this selection process which includes the following:
Step 1 Written Multiple-Choice Exam: (Weight: 40%)
Candidates who meet minimum qualifications will be invited to participate in a written examination designed to evaluate the candidates relative knowledge skill and ability in job related areas which may include but not be limited to knowledge of lease negotiations administration and compliance property/asset management procedures and sales and marketing principles; ability to analyze economic feasibility of proposed property uses; ability to analyze complex situations and problem-solve; maintain cooperative business relationships and to communicate effectively both orally and in writing including the ability to interpret and explain policies and to conduct difficult negotiations interact effectively courteously and tactfully with tenants stakeholders Port and outside agency staff and general public.
Examination Information:
Step 2 Supplemental Questionnaire (SQ) Evaluation: (Weight: 60%)
Candidates who pass the Written Multiple-Choice Exam will be sent a link to complete the Supplemental Questionnaire via email after the closing of this filing period. Applicants will be given a deadline to return the Supplemental Questionnaire. The Supplemental Questionnaire is designed to measure knowledge skills and/or abilities in job-related areas which have been identified as critical for positions in class 9386 Senior Property Manager Port of San Francisco. Please note: Your SQ evaluation will only be scored if you received a passing score on the Port Property Core Exam.
Failure to complete these steps by the established deadlines may result in disqualification.
A passing score on BOTH the Port Property Manager Core Exam and Supplemental Questionnaire Evaluation must be achieved in order to be placed/ranked on the Eligible List. Candidates will be placed on the eligible list in rank order according to their final score.
Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established so applicants can view the ranks final scores and number of eligible candidates. Applicant information including names of applicants on the eligible list shall not be made public unless required by law. However an eligible list shall be made available for public inspection upon request once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g. as a result of appeals) as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be twelve (12) months and may be extended with the approval of the Human Resources Director.
Certification Rule:
The certification rule for the eligible list resulting from this examination will be Rule of Three Scores pending approval from the union for an expanded certification rule.
Terms of Announcement and Appeal Rights:
