Description

GENERAL DESCRIPTION:

Under broad direction of the Town Manager responsible for the effective safe and efficient operation of the wastewater treatment facility recycling and solid waste bulky waste and hazardous waste management programs; through supervisory staff plans directs and oversees each operations technical and administrative activities.

ESSENTIAL DUTIES:

  1. Oversees the recording and reporting of total flow of discharge; oversees the analysis and quality control testing of wastewater discharge to meet environmental parameters established by state and federal agencies; establishes operating procedures to adjust treatment and chemical processes to assure parameters are maintained; establishes emergency procedures for response to breakdowns in systems.
  2. Analyzes treatment processes and interprets treatment data to maintain maximum efficiencies and to improve treatment techniques.
  3. Develops wastewater treatment facility operational and maintenance schedules; oversees the installation operation maintenance and repair of instrumentation pumps pipes valves and equipment connecting the collection system to the treatment facility.
  4. Serves as liaison to the Water Pollution Control Authority (WPCA) providing near- and long-term planning assistance to the Authority; prepares statistical and narrative reports; represents WPCA with the general public state and federal agencies; manages assessment process and oversees billing.
  5. Develops transfer station and bulky waste landfill operational and maintenance schedules; oversees the implementation of processes and procedures to improve safety and productivity of the transfer station.
  6. Monitors refuse collection and disposal and recycling programs; and provides technical assistance to Town departments and agencies. Serves as the Municipal Recycling Coordinator by state statute to manage recycling programs educating the public and working with haulers to ensure proper collection and disposal of recyclable material.
  7. Participates in the preparation of the annual operating budget and capital improvement requests; oversees the procurement of equipment supplies and materials assuring effective and efficient use of budgeted funds and personnel.
  8. Responsible for spearheading and shepherding the establishment and updating of a long-term capital plan and an associated financial plan.
  9. Supervises the daily activities of staff; provides performance feedback both formally and informally. Ensures training on and enforces compliance with best practices for safe work practices with attention to risk management and loss control. Administers policies and procedures.
  10. Ensures a respectful and safe work environment for all by fostering a culture of mutual respect accountability for ethical behavior and positive leadership aligning policies procedures and training with such values. Sets high professional and customer service standards for staff and ensures accountability with those standards.
  11. Keeps current with regulatory requirements industry trends in solid waste disposal recycling and bulky waste operations to support cost effective sustainable practices.

  1. Manages capital improvement projects as applicable
  2. Performs other duties as required.

Qualifications

QUALIFICATIONS PROFILE:

  • Knowledge of
    • water pollution control and refuse disposal principles and practices
    • State and federal laws governing wastewater treatment and refuse disposal
    • public administration principles and practices as applied to the operation of wastewater treatment and transfer station facilities
  • Ability to
    • plan schedule and budget
    • develop monitor and evaluate operational procedures
    • administer policies and collective bargaining agreements
    • prepare statistical and narrative reports accurately clearly and concisely
    • communicate to the general public by way of workshops presentations and seminars
  • Skilled in

PHYSICAL/MENTAL REQUIREMENTS:

  • Able to
    • walk over rough or difficult terrain; push/pull/lift objects of up to 25 pounds; and sit or stand for prolonged periods.
    • perform manipulative skills which require hand-eye coordination such as keyboarding
    • see objects closely as in reading a report; hear normal sounds with some background noise; distinguish voice patterns and communicate through human speech
    • concentrate on fine detail with little interruption attend to task/function for more than 60 minutes remember multiple tasks given to self and others over long periods and understand the theories behind several related concepts
  • May be exposed to blood body tissues or fluids bodily injuries hazardous waste materials exposure to high and low temperatures fluctuating temperatures; seasonal outdoor weather; grease oil and dust; loud or unpleasant noises

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelors degree from an accredited college or university in Biology Chemistry Environmental Engineering or related field (or combination of education and qualifying experience substituted on a year-for-year basis)
  • Six (6) years of increasingly responsible experience in wastewater treatment
  • Three (3) years of operational or plant maintenance supervisory experience

LICENSE OR CERTIFICATION:

  • Class IV Operator certification through the Bureau of Water Protection and Land Reuse Land and Water Resources Division of the State of Connecticut Department of Energy and Environmental Protection
  • Class B motor vehicle drivers License
