The Associate Director of Finance & Accounting is responsible for overseeing the day-to-day operations and strategic direction of the Divisions Finance & Accounting unit. This leadership role manages all aspects of financial recordkeeping payment and receipt tracking and compliance with federal reporting requirements mandated by the Centers for Medicare & Medicaid Services (CMS).
The Associate Director will directly supervise a team of eight financial analysts each responsible for key components of the Divisions accounting operations. These areas include maintaining NCFS ledgers processing accounts payable transactions preparing CMS financial reports managing managed care payment transactions overseeing hardship advance distributions monitoring liquidated damages processing travel reimbursements completing cost settlements and reconciling drug rebate transactions. The Associate Director will provide ongoing guidance and oversight to ensure accuracy timeliness and compliance across all functions.
This position works closely with the Cash Financial Analyst and the Deputy Director of Budget to assess the Divisions cash position and support the development of short-term cash flow forecasts.
The Associate Director is accountable for ensuring the accuracy and timeliness of all accounting records financial reconciliations required for audits and reports delivered to both internal and external stakeholders. This role requires strong leadership technical expertise and a commitment to financial integrity and operational excellence.

Thorough knowledge of accounting theories and principles with a strong emphasis on governmental accounting practices as applied within the State of North Carolina. Demonstrated ability to interpret and apply complex financial regulations and policies in a public sector environment.
Strong analytical and problem-solving skills with the capacity to synthesize financial data identify trends and anomalies and formulate effective solutions. Excellent written and oral communication skills to convey complex financial information clearly and concisely to varied audiences.
Proven leadership capabilities demonstrated through successful management of accounting operations and oversight of personnel with diverse technical skill sets. Skilled in fostering team collaboration setting performance standards and ensuring high-quality outcomes.

Proficient in Microsoft Office Suite including advanced use of Excel for financial analysis and reporting as well as strong working knowledge of Word and PowerPoint for preparing reports documentation and presentations.
