Summary:
To provide leadership in the management of Facilities Services Safety and Security Information Technology Services Planning and Development School Nutrition Services School Construction Human Resources and Transportation and direct support and counsel to the Superintendent of Schools.
Qualifications:
- Masters Degree required preferably in Business Public or School Administration; a doctorate is preferred.
- Experience in leading operational departments that include Human Resources Information Technology Facilities Services School Nutrition Services School Constructionand Transportation highly preferred; a minimum of 10 years in school leadership is required preferably a building level administrator.
- Strong leadership skills and the ability to establish and maintain collaborative team trust through effective professional relationships with principals teachers supervisors parents other school officials and county staff.
- Broad knowledge of the principles practices related to areas of responsibility as well as the federal state and local regulations that govern school administration.
- Ability to manage department fiscal affairs and to direct the operations of a broad range of activities through subordinate directors/supervisors to successfully carry out the divisions responsibilities.
- Ability to plan supervise and evaluate work of professionals and administrators and to participate in assessment and evaluation to strengthen organization capacity and performance.
- Ability to communicate skillfully both orally and in writing including preparing complex reports making formal presentations and preparing correspondence to the Superintendent.
Essential Duties:
Essential duties are interpreted as being descriptive and not restrictive in nature. Other duties may be assigned.
- Provide leadership and oversight to Human Resources to include employment/staffing conducting informal professional hearings and pre-termination informal hearings with recommendations to the Superintendent; authorization of administrative leave approving leaves of absences as the Superintendent designee reporting of employment actions in Closed Session and coordination with legal on employment concerns or litigation.
- Provide leadership and oversight to Transportation to ensure processes practices and planning offers safe and efficient student travel throughout the year; coordinate resolution of emergency issues with transportation directors and communicate status as necessary to appropriate school board office staff.
- Provide leadership and oversight for Planning and Development of the annual revision of the School Boards Capital Improvement Plan (CIP) to be presented at the Fall School Board Retreat for Board adoption in December annually.
- Provide leadership and oversight to the school construction and procurement process to include all related RFP RFQ FRB CMaR AIA contract documents (B101 A201 Supplemental Conditions Bonds etc) contract negotiations FRI CCD and CCOs.
- Develop and recommend to the Superintendent the annual Division Calendar in coordination with the Superintendents Committee and ensure that required contract days and certification are completed.
- Develop School Board Committee agendas/calendars (Personnel Buildings and Grounds) and recommend to the Superintendent for approval.
- Coordinate a review of roads make a recommendation and communicate closures early dismissals and delayed starts within School Board Policy and Regulation providing guidance and support to school administrators.
- Maintain current knowledge on legal topics and advise Executive Staff Cabinet administrators and others as appropriate to minimize Division exposure; this includes First and Fourteenth Amendment Title VI VII and IX case law related to education Virginia Code Virginia Administrative Code and State Superintendents Memoranda.
- Maintain contact with all administrative staff regarding policy and provide counsel by phone/email regarding personnel student school board policy and regulation law enforcement DSS and challenging parent/community issues to include review of written documentation.
- Provide leadership and oversight for all Division Logistics and Planning to ensure emergency plans for the division are in place ongoing daily emergency situations are resolved with appropriate directors/coordinators and annual June Administrators/Supervisors Professional Learning day is coordinated.
- Supervise and monitor budget personnel and projects for all areas of responsibilities (Facilities Services Human Resources Information Technology Services Planning and Development Safety and Security School Construction School Nutrition Transportation and shared Student Support).
- Exhibit a positive attitude strong aptitude for professional growth and well-grounded ability to work collaboratively as a vital member of the Superintendents executive staff and a valued member of the cabinet staff.
- Review and complete annual Memoranda of Understanding (MOU) or Memoranda of Agreement (MOA) for School Resource Officers Frederick County Department of Social Services Frederick County Parks and Recreation and Frederick County Government Star Tannery Fuel Station.
- Coordinate with department leaders and Communications department to review and update Division policies for alignment with state code.
- Maintain contact with other county operations leaders to discuss common challenges and identify best practices.
- Attend School Board meetings prepared to support the Superintendent; present information and updates as requested or needed by the Superintendent.
- Prepare agenda and supporting documents for School Board Committee Meetings for Buildings and Grounds and Human Resources
- Establish and maintain contact with vendors.
- Other duties as may be assigned through the Superintendent.
