Duties and Responsibilities

Pay Band A

  • *Under the supervision of the Center on Disability Studies (CDS) lead Administrative Officer serve as the units Human Resource Specialist.
  • *Analyze and recommend administrative staffing needs ensuring the operational needs of various programs are met.
  • *Assist in processing all personnel actions for Board of Regents (BOR) (Faculty Administrative Professional & Technical (APT) lecturers) Research Corporation of the University of Hawaii (RCUH) graduate and undergraduate student assistants and casual hires in compliance with existing rules and regulations (University State & Federal policies sponsor guidelines and collective bargaining agreements).
  • Keep abreast of collective bargaining agreements and advise the Director and Administrative Officer on such matters. May assist in investigations complaint and grievance resolutions etc.
  • *Assist in the recruitment process through reviewing position descriptions create job advertisements close positions etc.
  • *Assist in facilitating salary requests for various position types including APT faculty and other non-regular (casual and RCUH) positions.
  • *Inform the Director Principal Investigators and Administrative Officer on status of employees appointment periods and FTEs per respective extramural project by maintaining personnel inventory records.
  • Recommend changes to internal policies and procedures to improve the timeliness and effectiveness of processing HR documents and personnel action requests.
  • Assist in reviewing for accuracy various university generated reports including but not limited to Effort Certifications Cost Sharing and other HR related reports.
  • Review casual hires undergraduate student assistants and other staff members work assignments and train as needed.
  • Assist in conducting regular audits of employees leave balances ensuring accurate accruals are reflected in the online leave system. Process vacation payouts transfers and other types of leave requests.
  • Assist in processing workers compensation claims including processing claims to 3rd party administrator in a timely manner and in accordance with policies & procedures.
  • Other duties as assigned.

Pay Band B

  • *Serve as the Human Resource Specialist for the Center on Disability Studies (CDS). This position is responsible for the day-to-day operations of the unit.
  • *Analyze and recommend administrative staffing needs ensuring the operational needs of various programs are met.

  • Handle workers compensation claims including processing claims to 3rd party administrator in a timely manner and in accordance with policies & procedures. Work with 3rd party administrator on cases ranging from routine to moderately complex.

Minimum Qualifications

Pay Band A

  1. Possession of a baccalaureate degree in Human Resources Business Administration Education or related field and 0 year(s) of progressively responsible professional experience with responsibilities for human resources administration; or any equivalent combination of education and/or professional work experience which provides the required education knowledge skills and abilities as indicated.
  2. Functional knowledge of principles practices and techniques in the area of human resources administration demonstrated by knowledge understanding and ability to apply concepts terminology.
  3. Functional knowledge and understanding of principles theories federal and state laws rules regulations and systems associated with human resources administration
  4. Demonstrated ability to recognize problems identify possible causes and resolve the full range problems that may commonly occur in the area of human resources administration.
  5. Demonstrated ability to understand oral and written documentation write reports and procedures and communicate effectively in a variety of situations.
  6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations groups team members and individuals.
  7. Demonstrated ability to operate a personal computer apply word processing software.

Pay Band B

  1. Possession of a baccalaureate degree in Human Resources Business Administration Education or related field and 3 year(s) of progressively responsible professional experience with responsibilities for human resources management or any equivalent combination of education and/or professional work experience which provides the required education knowledge skills and abilities as indicated.
  2. Considerable working knowledge of principles practices and techniques in the area of human resources management as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts principles and methodologies.
  3. Considerable working knowledge and understanding of applicable federal and state laws rules regulations and theories and systems associated with human resources management.
  4. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective innovative and timely manner.
  5. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing verbally and by preparation of reports and other materials.
  6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations groups team leaders and members and individuals.
  7. Demonstrated ability to operate a personal computer and apply word processing software.
  8. If applicable for supervisory work demonstrated ability to lead subordinates manage work priorities and projects and manage employee relations.


Desirable Qualifications

Pay Band A

  1. 1 year of professional experience in human resources management in a higher education institution.
  2. Familiarity with extramural contracts and grants.
  3. Knowledge of relevant laws and regulations related to disability and diversity.
  4. Experience with university personnel management systems including PeopleSoft TAPS RCUH-HRAMP SECE etc.
  5. Knowledge of UH policies and procedures.

Pay Band B

  1. Familiarity with extramural contracts and grants.
