Job Description

TITLE: Senior Learning Pathways Officer for Berkeley County School and Family Choice

REPORTS TO: Director of Attendance and Homeschool

SUPERVISES: Assigned Staff

TERM: 261 Days

SALARY: In accordance with Berkeley County Pay Scale according to degree level and years of experience with applicable index.

FLSA: Exempt Employee

OVERVIEW:

The Senior Learning Pathways Officer for Berkeley County School and Family Choice leads the districts compliance and strategic engagement with all West Virginia school choice laws and policies including charter schools (WV Code 18-5G) the Hope Scholarship Program (WV Code 18-31) and home instruction (WV Code 18-8-1(c)G). This role ensures that Berkeley County Schools maintains rigorous adherence to legal requirements while supporting equitable and accessible learning options for students and families.

This position serves as a district liaison to state agencies private school partners and families and collaborates with internal departments to ensure accurate enrollment data reporting fiscal tracking special education coordination and access to learning resources. The Senior Learning Pathways Officer promotes a culture of responsiveness transparency and forward-thinking leadership in a complex educational choice landscape.

By facilitating professional learning guiding interdepartmental collaboration and ensuring clarity in systems and communication this role strengthens Berkeley County Schools mission to serve all learners with excellence and equity.

MINIMUM QUALIFICATIONS AND PREFERRED EXPERIENCE:

  • Hold or be eligible for a valid West Virginia administrative certificate.
  • Masters degree required preferably in educational leadership public policy or curriculum and instruction.
  • Minimum of five (5) years of school or district-level administrative experience.
  • Deep knowledge of West Virginia school choice laws and state education policy.
  • Demonstrated experience in enrollment procedures compliance coordination or family engagement.
  • Strong collaboration skills and experience interfacing with external agencies and diverse stakeholder groups.
  • Familiarity with WVEIS or similar data systems.

KNOWLEDGE SKILLS AND ABILITIES:

Policy & Legal Expertise

  • In-depth understanding of WV Code relating to charter schools Hope Scholarships and homeschooling.
  • Ability to interpret state policies and translate them into operational district procedures.

Systems Management & Data Oversight

  • Proficient in student enrollment tracking and withdrawal coding in WVEIS.
  • Skilled in analyzing and using data to guide compliance and forecasting.

Leadership & Collaboration

  • Capacity to lead teams across departments including data special education attendance and communication.
  • Skilled in developing and facilitating training for school-based and central office staff.

Communication & Engagement

  • Strong communication skills with families staff and community partners.
  • Capable of developing outreach and informational resources on school choice policies and procedures.

PERFORMANCE RESPONSIBILITIES:

Program Development & Compliance

  • Lead district implementation and monitoring of WV school choice laws.
  • Maintain up-to-date protocols for home instruction Hope Scholarship and charter school transitions.

Data & Enrollment Oversight

  • Ensure accurate coding of students entering/exiting due to school choice.
  • Collaborate with Finance and WVEIS teams to monitor student movement and its fiscal impact.

Interagency & Family Liaison

  • Serve as the primary contact for families pursuing home school or Hope Scholarship.
  • Coordinate with WVDE Treasurers Office and other agencies for compliance and reporting.

Training & Support

  • Develop professional learning for staff handling enrollment and school choice interactions.
  • Provide resources and guidance to families to support informed decision-making.

Collaboration & Reporting

  • Partner with Special Education for Child Find and proportionate share requirements.
  • Report on choice trends and program impacts to the Superintendent and Board.

Other Duties

  • Monitor legislation recommend internal policy updates and represent the district on relevant committees.
  • Perform additional duties as assigned by the Superintendent Deputy Superintendent or Supervisor.
