The Human Resources Department is seeking a collaborative and innovative Human Resources professional to be our next Disability and Accommodation Services Coordinator (Senior Human Resources Analyst Classification). The incumbent will serve as the Countys primary resource for matters related to compliance with the Americans with Disabilities Act (ADA) and reasonable accommodation requests. Responsibilities include responding to inquiries from management and staff; facilitating and actively participating in the interactive process; advising County departments on disability accommodations and career restructuring; assisting supervisors and managers in identifying essential job functions in accordance with ADA requirements. The incumbent will also develop update and distribute policies and procedures to ensure compliance with applicable disability laws; stay informed of legal developments and emerging interpretations through ongoing review and training; and design and deliver training programs for managers supervisors and Human Resources professionals to enhance their understanding of legal obligations and foster sensitivity in handling disability accommodations.


This classification is part of a flexible series. Incumbents appointed at a lower level of the career series may be promoted up to the highest level of the career series subject to meeting the employment standards for the higher class and a recommendation for their promotion by the appointing authority.


The Eligible List established by this recruitment process may be used Countywide to fill current and future vacancies in the Human Resources Analyst I/II/Senior series on a regular full-time part-time or temporary basis.

Examples of Duties

  • Advises department heads managers supervisors and employees in assigned area in the interpretation and application of human resources rules regulations policies practices and procedures; investigates and analyzes problems and complaints related to human resources practices to provide solutions and alternatives and prepares reports of findings; analyzes internal policies and procedures to determine and recommend changes and improvements; implements new and modified policies and procedures; provides technical expertise on human resources management issues and Disability and Accommodation Services.
  • Assumes primary supervisory responsibility for complex programs and projects as assigned including but not limited to acting as lead analyst on Disability and Accommodation Services large-scale recruitments test development classification studies and training development; prepares project plans including dates milestones and list of resources needed.
  • Provides generalist human resources services including but not limited to the areas of reasonable accommodations the interactive process recruitment and classification.
  • Prepare present and evaluate Countywide special or standardized training programs in assigned functional area for departmental and County staff.
  • Assists in the development and revision of human resources programs policies procedures and rules.
  • Coordinates programs and projects and works in conjunction with other human resources specialty areas e.g. the Civil Rights Office County Counsel and others as required. May participate in County Equal Opportunity Employment program including investigation of complaints and preparation of responses to complaints filed with agencies such as the California Civil Rights Department Equal Employment Opportunity Commission etc.
  • May be assigned as a Disaster Service Worker as required.

Examples of Experience/Education/Training

Any combination of experience education and/or training which provides the knowledge skills and abilities and required conditions of employment is qualifying. An example of a way these requirements might be acquired is:


Education: Graduation from an accredited college or university with a bachelors degree with major coursework in human resources public or business administration industrial relations or a related field.


AND


Experience: Two (2) years of progressively responsible journey level human resources experience which included experience in the areas of recruitment and classification comparable to the classification of Human Resources Analyst II with the County of Monterey. Directly related experience with the American with Disabilities Act (ADA) compliance and reasonable accommodation requests is highly desirable.
