Job Duties
**THIS POSITION IS OPEN TO CURRENT STATE EMPLOYEES ONLY**
The Leave Coordinator independently performs internal HR functions in the areas of Benefits and Leave providing technical and functional support with leave administration. Maintains and supports the management of the agencys leave system and serve as a Leave Coordinator of the agencys leave system. Responsible for interpreting and applying policies procedures and regulations. Providing leave or benefits guidance to employees managers and assigned HR staff of Central Office and various Health Districts. Works closely with Benefits and Leave Manager for system enhancements and provides input towards communicating any system changes to the agency. Develop and establish training materials using DHRM leave policies and procedures to conduct benefits or leave training as needed. This position interprets all types of Leave of Absences (LOA) by demonstrating a thorough understanding of all leave policies and processes to comply with state and federal regulations. Responsibilities include leave maintenance run reports conduct leave audits and reconciliation. Ensures that all leave transactions (Overtime. Comp time and Recognition) are properly recorded into leave system in accordance with DOA and DHRM policies and procedures. Works closely with Compliance team other OHR Benefits staff and serve as support to the Senior Leave Coordinator to assist with VSDP and FMLA leave transactions as needed. Serve as Workers Compensation Coordinator to review and submit First Report of Injury and assist with coordinating a transitional RTW program. Works directly with employees managers and HR staff for Workers Compensation leave benefits and coordinates with assigned third party administrator (TPA) as needed.
This is an onsite position with eligibility for one day of telework per week after successful completion of the first 90 days.
Minimum Qualifications
Knowledge of general provisions of leave policies and procedures to include holidays annual leave VSDP Leave types and other non-standard leave types (civil military etc.)
Knowledge of leave reconciliation leave audit practices and records maintenance
Experience with the interpretation and application of HR policies and procedures
Strong proficiency in a variety of software applications Microsoft Word Excel & PowerPoint and any HRIS internal system.
Knowledge of Fair Labor Standards Act (FLSA) guidelines related to leave/pay actions
Experience Reporting reconciliation and conducts audits
Additional Considerations
Knowledge of Federal and state (DHRM and DOA) leave policies and procedures
Knowledge of FLSA guidelines
Working knowledge of HRIS Leave System/Cardinal leave and/or similar system preferred
Working knowledge of leave management and oversight within a COV agency preferred
Working knowledge of Workers Compensation procedures
Knowledge of OSHA regulations and compliance
Working knowledge of financial impact related to leave or time worked
