JOB TITLE: Police Recruitment and Training Coordinator

DEPARTMENT: Police

SUPERVISOR: Professional Standards Sergeant

SALARY RANGE: $36.10 - $50.60 per hour Commensurate to experience.

This is a full-time non-exempt/hourly position

SCHEDULE/REMOTE/HYBRID: The typical schedule for this position is 4 (10-hour) shifts either Monday-Thursday or Tuesday-Friday. This position may involve working occasional evening and/or weekend and/hybrid work may be discussed upon hire and with supervisor approval.

RELOCATION: This position is located in Greenwood Village Colorado. Relocation assistance is not provided.

REQUIREMENTS: Three years of progressively responsible experience with recruitment and/or training programs for a law enforcement agency. Commissioned law enforcement experience preferred. Equivalent to an Associate of Arts degree in human resources criminal justice police science or a related field. Possession of or ability to obtain a valid Colorado drivers license and a driving record satisfactory to obtain coverage by the Citys insurance carrier.

The City of Greenwood Village welcomes your application for the Police Recruitment and Training Coordinator position within our Police Department. The purpose of this position is to coordinate police department recruitment training and development activities to ensure highly professional police services. The position administers the departments recruitment and selection process; conducts pre-employment background investigations on selected applicants and volunteers; coordinates all departmental training; and participates as a core member of the policy committee to develop update and review departmental policies and standard operating guidelines and monitor compliance with accreditation standards.

As a municipal organization Greenwood Village is a provider of emergency services. Some emergency situations including weather-related emergencies may necessitate Greenwood Village employees to assist in areas of work that may not be directly related to the employees specific job function but which will be within the physical capabilities training and skills of the employee.

Essential Functions:

A. Recruitment and Selection

  • Coordinates department recruitment activities to locate qualified applicants; develops recruitment materials; coordinates advertising for vacant positions with the Human Resources Department.
  • Screens all applications for relatedness to position requirements; ensures applications are complete and accurate; drafts and mails applicant correspondence letters; maintains accurate records.
  • Schedules interviews with candidates; compiles and distributes interview packets to oral board panel for each applicant. Invites dispatch applicants to Criticall tests and data interpretation thereof.
  • Develops interview questions; serves as an evaluator on interview panels and all other testing processes; administers written exams and serves as a test proctor for a variety of testing processes; prepares summary of interview results.
  • Responds to email and telephone inquiries from applicants regarding law enforcement positions.
  • Prepares for and represents the department at job fairs and other recruiting activities; addresses groups regarding the field of law enforcement and career opportunities; educates candidates concerning the hiring process including the background investigation process.

B. Employment Background Investigations

  • Conducts background investigations on selected applicants and volunteers; reviews confidential documents and personal history statements; checks for completeness accuracy inconsistencies errors omissions and falsifications on applicant material.
  • Completes criminal history checks; obtains drivers license records; obtains and reviews records from law enforcement agencies and courts to determine if candidate was an involved person in any crime; obtains and reviews arrest reports.
  • Completes employment and personal reference checks; interviews employers coworkers neighbors law enforcement officials military personnel and personal references; develops second and third level references and makes additional inquiries to assist in determining credibility of statements.
  • Schedules and reviews polygraph and job suitability assessment examinations; prepares final background investigation package with detailed and complete interview statements for each person interviewed; prepares a detailed summary of adverse information based upon analysis and evaluation of the candidates background; collaborates with the Support Services Commander on final determination of candidates.

C. Training Program

  • Organizes implements and facilitates all police related training programs for commissioned and non-commissioned personnel; identifies training needs; schedules sessions and instructors; ensures that information criteria and training scheduled is compliant with federal state and/or city regulations policies or codes and that the training is made available to all applicable police department personnel.
  • Schedules and maintains training calendar; coordinates certified compliance and organizational in-service training to include selection of instructors availability of needed materials and facilities and notification of personnel; issues training memorandums to appropriate employees; identifies in-house trainers; schedules outside instructors.
  • Coordinates and registers advanced outside law enforcement training for commissioned and non-commissioned personnel; monitors training approvals cancellations and substitutions; issues training memorandums; registers classes and completes purchase orders; makes travel arrangements for out of metro area classes.
  • Assists in the development of short- and long-term training goals; conducts training needs assessments in order to complete training plans and the departmental budget; assists supervisors in determining training needs for their subordinates.
  • Attends monitors and evaluates training programs to ensure compliance with appropriate techniques; provides information and assistance to trainees.
  • Monitors employee attendance and evaluates training programs through student feedback and evaluations to ensure quality and relevancy to departmental training needs.
  • Maintains a training database of all computerized and hard copy training records for commissioned and non-commissioned personnel; ensures employee records are updated to reflect completed training courses.
  • Provides training information to supervisors for officers annual performance evaluations.
  • Manages the retention schedule for training records; ensures compliance with regulations regarding the retention of training records.
  • Monitors training budget expenditures; submits training budget reports to all supervisory staff on a monthly basis.
  • Orders receives and stores training related materials.
  • Schedules and supervises the use of training rooms and equipment; maintains equipment and materials used for training purposes.

    D. Policy and Standard Operating Guidelines

    • Participates in a committee that develops updates and reviews new policies and standard operating guidelines reviews and updates existing policies and standard operating guidelines; identifies areas or issues of concern.
    • Issues roll call training memorandum for new policies and standard operating guidelines; tracks and maintains a log of employee signatures for issued policies and standard operating guidelines.

      E. Accreditation

      • Ensures compliance with the Colorado Association of Chiefs of Police Accreditation standards.
      • Provides Police Department employees with necessary training related to accreditation.
      • Reviews and monitors policies and standard operating guidelines as they relate to the accreditation process; recommends changes/additions as needed to comply with accreditation standards; maintains departmental accreditation database and files.
      • Attends periodic accreditation meetings and training courses.

      F. Budget

      • Provides input to the command staff in preparation of the department budget for training conferences and meetings recruitment/hiring defensive driving supplies and firearms.
      • Monitors and maintains expenditure records for training conferences and meetings recruitment/hiring.
      • Screens and processes purchasing transactions to pay invoices submitted by outside vendors for training conferences and meetings recruitment/hiring to include payment for training and conference registration fees lodging and travel arrangements for out of metro area classes police officer written testing supplies pre-employment polygraphs psychological exam medical exams and hepatitis vaccinations; processes reimbursement for employees for training expenses.
      • Tracks budget expenditures on departmental budget worksheet for training conferences and meetings recruitment/hiring defensive driving supplies and firearms budget. Awards credit for training in employees individual training files.
      • Monitors/tracks/assigns POST credit for trainings.

      G. Miscellaneous Duties

      • Serves in a support role to the Police Commander Support Services on a variety of assignments.
      • Performs other duties as assigned.

        • Principles and practices of municipal budget preparation and administration.
        • Verbal and written communication skills are sufficient to accurately formulate business correspondence.
        • Modern office procedures methods and computer skills sufficient to accurately create required reports pamphlets and materials as well as maintain required files and records.
        • Understand and interpret laws regulations policies and procedures.
        • Perform multiple tasks while maintaining effectiveness and efficiency.
        • Identify training needs and prepare presentations related to law enforcement and performance of law enforcement duties.
        • Plan effectively both long and short term.
        • Work within time constraints and deadlines.
        • Prepare clear accurate and grammatically correct written reports.
        • Communicate clearly and concisely both orally and in writing.
        • Organize and develop systematic filing methods for multiple projects.
        • Learn the operation of standard equipment and facilities required in the performance of assigned tasks.

        • Operate a variety of office equipment including computer equipment and software necessary for successful job performance.

        Experience and Training:

        Supervisory Requirements:

        Receives general supervision from Police Professional Standards Sergeant. Exercises no supervision.

        Field Work:

        Primary internal contact is with officers and others in the department. Primary external contact is with police department applicants employment and personal references training vendors and/or instructors and other law enforcement and governmental agencies.
