SALARY:

$82835.00 $92037.00 Commensurate with Experience

JOB SUMMARY:

  • Manages plant operations and staff; oversees all the shifts on call 24 hours 7 days per week; and ensures a safe working environment for the plant staff and visitors.
  • Maintains plant permit compliance and equipment functionality by managing various complex physical chemical and biological processes involved in wastewater treatment; coordinates work with department maintenance staff and outside vendors as needed; uses plant trends and process control data to make plant process adjustments as needed; establishes operational guidelines; and reviews and approves monthly plant permit compliance.
  • Assists the Supervisor Senior with administrative duties by preparing budget and projection reports for the plant; assisting in contract preparation for needed plant commodities and services; creating scopes of work and completing plant procurement duties for plant purchase orders and bid documents; managing ISO-14001 certification requirements and/or the development of Standard Operating Procedures; managing Integrated Contingency Plan (ICP) and storm water requirements; and participating on interview panels.
  • Works with consultants and department engineers to develop scopes of work for needed plant rehab projects by identifying and prioritizing plant needs that are Community Investment Program (CIP) eligible; assisting and participating as a member of project design and contractor teams; and attending project design meetings and CIP/rehab meetings as required.
  • Maintains and expands technical and supervisory knowledge by attending supervisor training and general safety training; attending meetings as required; creating and participating in the creation of technical papers and presentations; and providing plant tours to professional groups as required.
  • Provides recommendations regarding policy development and implementation.
  • Evaluates customer satisfaction develops cooperative associations and utilizes resources to continuously improve customer satisfaction.
  • Plans major equipment repairs/replacements; solves treatment plant issues; responds to emergency situations involving treatment problems and water quality issues; and participates in expansion/design/re-design decisions.
  • Utilizes computers and software for technical applications such as SCADA HACH WIMS and Workday
  • Directs staff; assigns work; and evaluates performance.
  • Supervises and coordinates work activities of assigned staff; assigns work monitors status of work and inspects completed work; participates and provides input in staffing decisions relative to hiring firing discipline and promotional opportunities; evaluates performance; mentors staff; and aids with career development.
  • Organizes staff meetings and trainings.
  • Performs other related job duties as assigned.

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • High school diploma or GED from an accredited school; prefers associate degree.
  • Five (5) years of related work experience including one (1) year of supervisory experience.
  • Licenses Certifications or Registrations:

  • Requires certification as a Grade IV Wastewater Plant Operator.
  • Desires Biological WW Treatment Certification Grade 4.
  • Knowledge Skills and Abilities:

  • Knowledge of a wide range of treatment plant operations and equipment.
  • Knowledge of treatment processes.
  • Knowledge of computers and technical applications such as SCADA and HACH WIMS.
  • Skill in communicating both verbally and in writing.
  • Ability to read literature books reviews scientific or technical journals abstracts financial reports and/or legal documents.
  • Ability to apply fundamental concepts of theories; work with advanced mathematical operations methods and functions of real and complex variables.
  • Ability to write reports prepare business letters expositions and summaries with proper format punctuation spelling and grammar using all parts of speech.
  • Ability to supervise employees.

PHYSICAL DEMANDS:

  • The work is medium work and requires applying 30 pounds of force frequently and exerting up to 50 pounds of force occasionally to move objects. Additionally the following physical abilities are required: balancing crawling crouching feeling manual dexterity grasping handling perceiving sounds at normal speaking levels distinguishing among sounds kneeling lifting mental acuity pulling pushing reaching repetitive motion speaking expressing ideas by spoken word shouting above noises visual acuity in data/color/observations/equipment/inspections and walking.

    WORK ENVIRONMENT:

    Work is performed in an environment with heavy equipment and machinery that could result in bodily harm to co-workers or others. Requires working indoors/outdoors; during inclement weather; around chemicals solvents and dust in industrial environment; and working overtime weekends and holidays as assigned.
