This positions primary responsibilities are to perform the technical analytical and administrative duties to comply with and support the regulatory requirements of the Washington State Department of Retirement Systems (WA DRS).

DUTIES & RESPONSIBILITIES: (These duties are a representative sample; position assignments may vary.)
Knowledge understanding and application of WA DRS regulations both historical and current.
Staying informed on legislative and regulatory changes impacting the application of retirement benefits.
Maintaining records in Tylers Enterprise ERP system to support the deduction of accurate contributions through payrolls.
Navigation and utilization of WA DRS Employer Reporting Application (ERA) Portal.
Determination and enrollment of employees into the appropriate retirement plan based on employee choice and eligibility.
Analysis of and accuracy in reporting earnings hours and contributions for all employees to WA DRS monthly which also includes responding to edit reports through WA DRS ERA.
Auditing and correcting historical retirement data reported to WA DRS to support accuracy in reporting.
Timely and accurate remittance of funds to WA DRS monthly.
Coordinating 403(b) tax-sheltered annuities 457(b) deferred compensation programs and post-tax Roth IRA contributions and ensuring these programs and their application meets the regulations defined by the Internal Revenue Service (IRS).
Prepares other DRS required documents and Medicare verification forms for employees.
Provides support for retirement related services for individual employees:
Organizing regular in-house workshops or support sessions to advise wider audiences on retirement programs and benefits
Preparing and providing regular communications to staff regarding retirement-related information and sessions organized by WA DRS.
Partners with the Benefits Administration Specialist to support the Benefits corridor and may be required to support miscellaneous administrative/customer support duties within the Payroll Department.

This position reports directly and is supervised by the Director of Payroll & Benefits.
EDUCATION & EXPERIENCE (positions in this class typically require):
Required:
An Associate of Arts degree in accounting business administration or HR and at least 2-years working experience in payroll benefits and/or Washington State Retirement. Qualifying work experience equating to 4-years or more in a related field may substitute for the educational and work experience requirement.

SKILLS (position requirements at entry):
Successful candidates in this role will have the following skills to support this position:
Understanding and at least 2-years work experience with the Washington State Department of Retirement System and associated regulations.
Ability to successfully perform work utilizing computers as well as learning and implementing a variety of software programs.
Intermediate or higher skill-level in Excel including analytical tools like pivot tables.
High-level analytical skills related to numerical and financial data with the ability to perform mathematical calculations
High-level of attention-to-detail and the ability to implement auditing procedures to support accuracy.
Ability to analyze complex challenges and effectively problem solve and apply a solution.
Strong customer service skills.
Supports the Bellevue School Districts Equity & Accountability Policy 0130 through the ability to successfully demonstrate sensitivity and support for each employee and their individual needs.
Ability to work both independently and as a contributor/collaborator within the Department and District.

Preferred Skills & Experience:
Strong background and 3-years or more work history in supporting the Washington State Department of Retirement System and associated regulations
Experience in a large or complex organization
Previous related experience in the public sector Preferably school district experience
PHYSICAL REQUIREMENTS:
Positions in this class typically require: stooping kneeling crouching reaching standing walking pushing pulling lifting finger dexterity grasping talking hearing seeing and repetitive motions.
Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift carry push pull or otherwise move objects including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
Incumbents may be subjected to moving mechanical parts odors chemicals extreme temperatures inadequate lighting workspace restrictions and intense noises.
CONDITIONS OF EMPLOYMENT:
CTSA salary classification 6 $90703 to $95477 (starting at $90703 annual salary) 40 hours per week for a 260-day annual assignment.
Medical dental vision long-term disability and life-insurance eligibility is based upon 630 hours worked within a school year. Retirement provided through Washington State Department of Retirement Systems. Other benefits include vacation and paid holidays.
