Job Description

The Director of Human Resources plans coordinates and directs the operations of the Colleges Human Resources (HR) department. The Director of Human Resources provides advice and counsel to college staff and department managers for the resolution of HR issues and interprets and administers policies and agreements. Additionally the Director of Human Resources provides direction for all human resources activities to include recruitment retention compensation benefits payroll employee records training legislative compliance and policy implementation and enforcement.

RESPONSIBILITIES:

Essential

  • Provide leadership direction and guidance in HR strategies policy development and priorities.
  • Supervise Human Resources Administrative Assistant Payroll Specialist and Payroll Technician and manage corresponding functions.
  • Monitor the HR budget and recommend or approve purchases.
  • Manage policy and procedure review compliance and support
  • Coordinate employee recruitment and selection process for college departments.
  • Coordinate job advertisements application review and selection.
  • Schedule and arrange applicant interviews.
  • Assist with interview procedures and participate in the interview process as needed. Distribute Affirmative Action hiring guidelines to search committee members and brief committee members on the legalities of hiring. Assist with rating and evaluating applicants for suitability.
  • Communicate with applicants regarding position status including notifying all applicants when a position has been filled.
  • Perform reference and background checks on employment candidates as needed.
  • Receive recommendation from the search committee chair and contact the applicant to offer the position and confirm starting wage or salary and benefit information.
  • Manage the performance evaluation process for administrative and support staff employees.
  • Oversee the benefits committee which includes review of and recommendation for changes in insurance options.
  • Serve as liaison between employee and insurance/benefit provider representative to assist in working through claims processing and other issues.
  • Serve as the Colleges designated agent for its retirement plan the Kansas Public Employees Retirement System (KPERS). Provide information and assistance to employees regarding their retirement.
  • Provide new employee onboarding including orientation discussion of benefits policies procedures campus tour required training etc.
  • Provide advice and consultation to department managers on dispute resolution performance issues and the interpretation of correct application of policies and procedures.
  • Mediate employee relations issues and assist with disciplinary actions including termination. Assure the consistent interpretation and application of federal and state regulations and college policies and procedures.
  • Monitor changes in state and federal HR regulations standards and legislation.
  • Serve on search committees and college committees as necessary.
  • Work collaboratively with college departments the Colleges outside legal counsel and third-party insurance vendors.
  • Participate in and attend meetings of appropriate professional organizations.
  • Represent the Human Resources office for the College.
  • Implement training and other employee development programs.
  • Work with external federal and state agencies including the EEOC the Kansas Human Rights Commission the IRS and the state and federal departments of labor.
  • Process unemployment claims.
  • Arrive on time for work attend work regularly and successfully complete the responsibilities of the position.

Secondary

  • Perform other responsibilities as assigned by the Colleges Vice President of Finance and Operations.

QUALIFICATIONS:



  • A bachelors degree in human resources business or public administration or related field; AND three (3) years of professional Human Resources program management and recruitment experience are required.
  • A Society for Human Resource Management Senior Certified Professional (SHRM-SCP) certification is desirable.
  • The preferred candidate will be familiar with education-related regulations.
  • Ability to work effectively with populations representing diverse backgrounds life experiences and abilities.
  • Physical requirements include excellent verbal written and listening communication skills; excellent organizational skills; ability and willingness to collaborate; ability to work independently; use appropriate judgment and to apply tact and courtesy in difficult situations; light to moderate indoor work environment.
  • Mental requirements include the ability to learn and comprehend basic instructions about the position.
  • Physical and mental qualifications must be performed with or without reasonable accommodation.

SALARY and STATUS:



The salary is commensurate with qualifications as determined by HutchCC administration. This full-time administrative staff position is 12 months annual benefit eligible at-will and exempt.
