Job Description

Reports to: Director of ESL and Bilingual Programs

Duty Days: 228 Days

Wage/Hour Status: Exempt

Pay Grade: I02

Funding Source: Local (Bilingual State Allotment)

Date Revised: 06/2025

Qualifications:

Masters Degree preferred

Valid Texas teaching certificate

Bilingual or ESL certification required

Five years of experience in teaching or job-related area with Emergent Bilingual (EB) students

In-depth knowledge of Title III requirements

Ability to disaggregate and analyze academic data

Knowledge of state and federal laws relating to EB programs

Knowledge of and experience with PEIMS coding

Knowledge and experience in delivering professional development in job related area

Knowledge and experience of assessments relating to EB students

Strong organizational communication and interpersonal skills

Ability to work successfully in a collaborative team environment

Effective written and verbal communication skills

Primary Purpose:

The Compliance Specialist for ESL & Bilingual Programs supports the Compliance Coordinator in ensuring federal and state compliance for Emergent Bilingual (EB) students. This role requires extensive knowledge of federal state and local mandates to ensure implementation aligns with instructional goals and supports EB student achievement. The Specialist will assist in training campus staff and support the implementation of compliance requirements..

Major Duties and Responsibilities:

  1. Assist campus and district staff in understanding and using EB data including metrics from the Texas Academic Performance Report (TAPR) Accountability Rating System (Closing the Gaps Domain III) and Response Driven Accountability (RDA).
  2. Support the planning facilitation and presentation of EB data to inform professional learning opportunities for EB programs at the campus and district levels.
  3. Attend federal and state conferences/meetings to remain informed on updates and guidance related to Title III and effective instructional research-based practices.
  4. Stay current with research-based best practices compliance updates and instructional strategies for EBs.
  5. Collaborate with the Compliance Coordinator to review assessment data and identify the instructional needs of EB students.
  6. Support internal program review efforts by collecting and organizing data related to EB program implementation and outcomes.
  7. Serve as a knowledgeable resource to campus administrators and teachers regarding compliance requirements for EB students.
  8. Stay current with the LPAC process for EB students including placement state assessment decisions end-of-year procedures and ongoing monitoring.
  9. Contribute to the preparation and organization of year-end documentation and program evaluations required for Title III compliance.
  10. Assist in collecting and organizing data needed for the bilingual exception and ESL waiver applications required by TEA.
  11. Collaborate with departments including Special Education Gifted and Talented Early Childhood and others to support EB compliance requirements to identify needs for EBs served across multiple programs.
  12. Perform other duties as assigned by the Director for ESL and Bilingual Programs.

Equipment Used:

Interactive white board computer printer copier overhead projector DVD/VCR and other emerging technologies which are particularly unique to the teaching assignment. Instructional and productivity software as required by the assignment.

Working Conditions:

Work with frequent interruptions; maintain emotional control under stress; participate in regular district-wide travel to multiple work locations and moderate lifting and carrying.
