Program Director
ROLE
We need an experienced Program Director (PD) to support the United States Capitol Police (USCP). The USCP safeguards Congress by protecting its members staff visitors and facilities. In this role you will lead the delivery of complex human capital operations and project initiatives spanning staffing classification employee relations and HRIS for USCPs Office of Human Resources (OHR) Office of Acquisition Management (OAM) and Office of Background Investigations and Credentialing (OBIC). RESPONSIBILITIES
  • Serve as the primary interface with the Contracting Officer (CO) Contracting Officers Representative (COR) and USCP Program Manager.
  • Maintain supervisory control over all contractor personnel assigned to the contract.
  • Lead and manage human resources operation projects across multiple functional areas including staffing classification human capital management employee relations and HR information systems.
  • Ensure compliance with HR laws regulations and policies in all HR-related matters.
  • Develop project plans in coordination with Program Managers and stakeholders to scope resource and schedule HR project initiatives.
  • Set priorities and manage expectations for multiple USCP client stakeholders.
  • Demonstrate strong customer orientation providing high-quality service to internal and external clients.
  • Employ conflict management and problem-solving skills to resolve issues across multidisciplinary teams.
  • Oversee the delivery of contractor support services as specified in individual Task Orders ensuring personnel meet specified competencies and deadlines.
  • Protect and manage sensitive information ensuring confidentiality and compliance with all USCP security and disclosure policies.

REQUIRED QUALIFICATIONS
  • A minimum of five (5) years experience in managing human resources operation projects
  • A minimum of ten (10) experience working in multiple HR functional areas to include but not limited to: Staffing classification human capital management employee relations human resources systems.
  • Must be knowledgeable in HR laws regulations and policies and ensures they are effectively applied in all HR matters.
  • Must possess the ability to lead teams and manage expectations set priorities for multiple USCP clients.
  • Strong customer orientation
  • Excellent conflict management skills and problem-solving skills.

EDUCATION
  • Bachelors degree in relevant field preferred

LOCATION
  • Washington DC

CLEARANCE
  • Ability to pass federal background investigation

CLIENT
  • US Capital Police Office of Human Resources (OHR) Office of Acquisition Management (OAM) and Office of Background Investigations and Credentialing (OBIC)

TRAVEL
  • No travel required

WORK HOURS
  • 40 hours per week
  • 8 hours per day

Specific vision abilities required by this job include the use of computer monitor screens up to 80% of the time.
