Duties and Responsibilities

*Denotes Essential Function

  1. * Serves as the Clery Compliance and Community Outreach Officer for the Department of Public Safety responsible for developing and maintaining the institutional policy procedures and tools to ensure UH Manoa compliance with the Jeanne Clery Act.
  2. * Research and recommend updates to policy procedure and/or practice based on current and emerging trends changes and best practices for institutional implementation of Clery Act regulations.
  3. * Work collaboratively with the Campus Security Authorities and internal departments to report and publish crime reporting statistical data in accordance with FERPA Title VII Title IX Higher Education Opportunity Act Violence Against Women Act and Clery Act requirements. Ensures that published crime reporting data is accurate and not duplicative.
  4. *Design develop and deliver training materials for the Campus Security Authorities across the UH System.
  5. * Perform internal audits to ensure Clery Act compliance and recommend applicable updates to policy practices and/or procedures.
  6. * Participate in research and respond to external Clery Act audits.
  7. * Responsible for maintenance and update of the Clery Compliance website.
  8. * Coordinate the development and annual review of campus maps confirming accuracy and Clery Act geographical designations.
  9. * Prepare submit and disseminate the Annual Security and Fire Safety Report which complies with University policies and state/federal regulations.
  10. *Prepare and publish emergency notices and warnings as required by the Clery Act.
  11. *Gather research analyze and/or disseminate information on a variety of crime related and public safety topics based on issues reported.
  12. * Prepare and present annual crime data and results of analysis to the Department of Public Safety personnel and other university stakeholders.
  13. * Collaborate with the UH Communications Department to assist the Chief and Deputy Chief with responses to requests for information from the public and media.
  14. *Manage and update the Department of Public Safety Strategic Report.
  15. Assist in the preparation of special and periodic reports for executive management review.
  16. Manage communication plans regarding critical incidents affecting the health and safety of University students faculty and staff and the general public.
  17. Other Duties as Assigned.

Minimum Qualifications

  1. Possession of a baccalaureate degree in Communications Business Administration Public Administration or related field and 3 year(s) of progressively responsible professional experience with responsibilities for strategic management community relations compliance business administration and/or related field; or any equivalent combination of education and/or professional work experience which provides the required education knowledge skills and abilities as indicated.
  2. Considerable working knowledge of principles practices and techniques in the area of compliance as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts principles and methodologies.
  3. Considerable working knowledge and understanding of applicable federal and state laws rules regulations and theories and systems associated with compliance.
  4. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective innovative and timely manner.
  5. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing verbally and by preparation of reports and other materials.
  6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations groups team leaders and members and individuals.
  7. Demonstrated ability to operate a personal computer apply word processing software.
  8. If applicable for supervisory work demonstrated ability to lead subordinates manage work priorities and projects and manage employee relations.
  9. Experience with coordinating or assisting in the coordination of Clery compliance activities at an institution of higher education.
  10. Must be a proficient writer including excellent proof-reading and copy editing skills with demonstrated ability to quickly craft and articulate strong positions messages and statements regarding developing issues.
  11. Ability to work nights weekends and holidays as required by special events or emergency situations.
