Job Description

Summary Statement

This role requires an experienced financial professional to assist in the modernization and oversight of states banking and budgetary operations. A primary focus of this role will be managing all daily reconciliations and banking functions for the Office of State Treasurer in coordination with banking partners Division of Accounting and all state agencies. In addition the selected candidate will be working with the State of Delaware financial operations for large divisions or departments.

Preferred Qualification

Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.

  • Knowledge of using the First State Financial System (FSF) to enter update modify delete retrieve/inquire and report on data.

Essential Functions

Essential functions are fundamental and core functions common to all positions in the class series. This is not an exhaustive list of all job duties for any one position in the class.   • Reviews and analyzes financial transactions and records to determine accuracy and monitors adherence to agency budget applicable agreements grants or contracts as well as state or federal laws rules and regulations.
  • Analyzes reconciles and consolidates data to the general ledger from journals records and documents; takes trial balances and makes corrections updates and adjustments to bring funds into balance and maintains an audit trail.
  • Reviews financial transactions classification and codes to ensure accuracy and recommends changes.
  • Maintains internal controls and applies accounting principles practices and standards.
  • Provides advice and technical guidance on matters in assigned fiscal function(s).
  • Compiles analyzes and prepares a variety of statements and reports of financial health utilized in financial budget and personnel planning.
  • Researches and provides data reports and other documentation to state federal and independent auditors and for other requests for financial information.
  • Uses commercial and proprietary automated information systems and computer software to research review evaluate and report on financial data.
  • Delivers excellent customer service to internal and external customers and the public in person electronically or by written communication.
  • Communicates and interacts effectively with people across cultures ranges of ability genders ethnicities ages and races.
  • May be responsible for purchasing disbursement and inventory of equipment and supplies.

Job Requirements

JOB REQUIREMENTS for Fiscal Administrator II
Applicants must have education training and/or experience demonstrating competence in each of the following areas:
  1. Four years experience in analyzing financial problems developing alternatives recommending and advising management on solutions.
  2. One year of experience in financial administration such as comprehensive analysis of programs budgets projects services alternatives and costs; financial planning revenue generation revenue forecasting expenditure forecasting cash flow management and establishing internal control.
  3. One year of experience in budget administration which may include but is not limited to managing developing analyzing and implementing budgets; developing strategic plans and establishing internal control.
  4. Two years experience in staff supervision which includes planning assigning reviewing and evaluating the work of others.

Additional Posting Information

Main office is the Webb Building within the Silver Lake business complex in Dover DE. OST also has a smaller satellite office based in the Carvel State Office Building.

Work samples will be requested to be brought to interview.
