Location: Onsite Darwin NT
Contract Period: 01 July 2025 31 December 2025
Work Type: Full-Time 8 hours/day (Monday Friday)

Cloudstreet Consulting is seeking a highly experienced Business Analyst on behalf of the Department of Corporate and Digital Development (DCDD) Across Government Systems to join their Support and Development Team for the NT Government s Application Name HR system.
This 6-month contract is focused on revitalising leave automation processes within the NT Government s Human Resource Information System (HRIS) streamlining operations reducing manual processing and aligning system capabilities with modern enterprise agreement entitlements.
- Analyse and document business and systems requirements related to NTPS leave processes.
- Engage with stakeholders across departments to gather refine and validate requirements.
- Develop functional specifications for enhancements to HR leave workflows.
- Contribute to testing and training documentation for system changes.
- Collaborate with payroll HR and IT teams to implement automated leave processing aligned with enterprise agreements.
- Work alongside third-party software vendors and internal teams to ensure compatibility and sustainability of changes.
The NT Government is working to automate a greater portion of leave entitlements for Northern Territory Public Sector (NTPS) employees reducing reliance on manual payroll processing. Although leave requests appear automated through myHR and other systems approximately 60% of applications still require manual intervention particularly due to legacy logic and gaps in business rule integration.
The variety and complexity of leave types (recreational personal miscellaneous long service) and enterprise agreements across NTPS demand updated system logic and enhanced automation strategies. This project is a crucial step in aligning HR systems with legislative and operational realities.

Requirements
- Strengths in business requirements gathering and effective stakeholder engagement.
- Excellent oral and written communication skills including ability to translate complex analytical and technical information into clear and meaningful terms.
- Highly skilled in business systems analysis and design.
- Technical and Business documentation development.
- Application testing and training documentation development.
- Significant experience in business systems analysis and business requirements gathering specifically in a Human Resource Systems
- Significant experience in the development of technical and business documentation including functional requirements.
- Experience in working in a team environment with ability to guide and knowledge transfer to project team members.
- Experience working with third party software vendors.
