Job Description

Position Description

The City of Seattle is seeking a Capital Projects Manager and Supervisor (Manager II General Government) to lead a capital project management team that delivers major maintenance (MM) projects. This position is in the Capital Development (CD) Division and reports to the Deputy Director of Project Management.


CD is a facilities projects planning and delivery office responsible for facilities master planning space planning design and construction for FASs 100 building portfolio as well as providing facility capital delivery services to other City Departments and supporting FAS Field Operations with complex maintenance projects. The annual CD capital portfolio includes over 100 projects and a total spend of $60 million.


This position is responsible for delivering major maintenance projects and overseeing other project management staff delivering major maintenance projects. This person will work on facilities capital planning asset management projects preliminary engineering studies design and construction of a variety of projects in City-owned facilities. This positions direct project management workload will consist of high visibility projects while also overseeing project managers delivering additional projects.

FAS is often the publics first interaction with the City of Seattle operating as a customer-focused front door that assists with everything from paying utilities or reporting a pothole to requesting public information or even adopting a new pet.


The 500-plus employees of FAS span across 10 divisions and work behind-the-scenes providing critical functions like managing 120 City facilities-including police and fire stationsoverseeing the Citys neighborhood customer service centers and Customer Service Bureau and making sure minority-owned businesses can equitably compete for City contracts. Job Responsibilities

  • Plan and manage all phases of capital facility projects including feasibility assessments consultant selection design phase permitting procurement construction closeout and warranty.
  • Project manage complex projects as assigned.
  • Supervising senior project managers in the execution of complex capital projects.
  • Review of direct reports deliverables including documentation of scope schedule and budget.
  • Development of stakeholder and client relationships.
  • Address complex issues that involve conflicting goals shifting priorities policy issues and high level of collaboration.
  • Provide mentoring and coaching to build capacity of project management team monitor performance expectations and proactively address issues.
  • Discuss project risks with project managers and ensure management plans are in place.
  • Deliver updates and presentations to senior leadership as needed.
  • Complete and deliver projects through various purchasing and public works contracting methods.
  • Coordinate the efforts of teams that include many types of consultants stakeholders contractors vendors and permitting agencies.
  • Work closely with Operations and Maintenance staff to ensure that projects will meet their needs and successfully transition to operations staff at end of project.

Qualifications

Minimum Qualifications:

  • Baccalaureate degree from an accredited college or university in Architecture Engineering Construction Management Project Management or a related field.
  • Minimum of 4 years of recent experience in a senior level project management role.
  • Minimum of 2 years of experience supervising direct reports.

(Or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work of theclass.)

The most successful candidates willpossess the following:

  • Excellent client relationship management and communication skills
  • Proven ability to identify and manage highly sensitive matters
  • Proven ability in understanding technical information and translating it to non-technical audiences
  • Experience in managing facility projects and public works construction contracts in the public sector
  • Experience leading multiple disciplinary teams
  • Experience with material selection and maintaining design standards
  • Excellent time management skills and the ability to successfully move several projects forward at the same time
  • Proficiency in Microsoft Office applications (Microsoft Project Word Excel PowerPoint Teams SharePoint and other Office 365 Programs)
  • Ability to mentor direct reports and provide coaching as necessary.
  • Ability to effectively interact communicate lead and work collaboratively with stakeholders at all levels including elected officials and the public.
  • Experience with contract negotiation and administration.


Desired Qualifications:

  • Comprehensive experience as an owners representative in public works capital delivery including design consultant management permitting acquisition and construction phase management.
  • Comprehensive knowledge of industry standard project management methods and techniques.


Work Environment
This position requires a minimum of three days per week of onsite work. Overtime work may be required based on business needs. Alternative Work Arrangements and hybrid telework schedules for work conducted in a normal office environment may be considered and will be based on operational needs and consistency with City policies.

Additional Information

This position is classified as a Manager 2 General Government. The full salary range for this job classification is $54.60 - $81.93 per hour. The starting salary will depend upon qualifications and expected learning curve. This position is FLSA exempt (not eligible for overtime) and is Civil Service.
