Human Capital Management (HCM) Manager Qualifications:
Completion of undergraduate core program in human resources business or public administrationAND 24 months experience in humanresources which included 12 months experience in supervisory &/or management principles & techniques.
OR
4 yrs. exp. in human resources.
OR
12 mos. exp. as Human Capital Management Senior Analyst 64613.
OR
Equivalent of Minimum Class Qualifications For Employment noted above.
ADA/EEO Manager Qualifications:
- Knowledge of federal and state EEO/ADA laws (e.g. Title VII ADAAA Rehab Act Civil Rights Act ADEA).
- Experience in employee relations conflict resolution and employment law.
- Proficiency in conducting investigations and reporting.
- Ability to deliver training and facilitate discussions effectively.
- Strong data analysis interpretation and report-writing skills.
- Commitment to confidentiality and sound judgment.
- Excellent communication skills for engaging diverse stakeholders.
Preferred Qualifications:
- Minimum of 5 years of progressive experience in EEO ADA compliance HR or related fields.
- Proven experience conducting investigations and managing regulatory programs.
- Certification(s) in EEO/ADA compliance mediation or investigations are preferred.

Key Responsibilities
- Develop implement and manage comprehensive EEO ADA and Diversity programs.
- Draft and enforce policies related to anti-discrimination reasonable accommodations sexual harassment prevention workplace violence and Employee Assistance Programs (EAP).
- Monitor audit and review agency-wide compliance with federal and state laws concerning EEO and ADA.
- Maintain and update the Affirmative Action Plan (AAP) generate workforce demographic and complaint trend reports.
- Serve as ADA Coordinator and liaises with Developmental Center staff on accessibility and accommodations.
- Collaborate with Legal Services on settlements and litigation support.
- Advise leadership on workforce trends risks and strategy improvements.
- Manage investigations and responses to discrimination harassment and accessibility complaints including drafting position statements; coordinate with the Ohio Civil Rights Commission (OCRC) EEOC and other agencies.
- Draft investigative reports ensure legal compliance and track resolutions.
- Design and deliver staff and supervisor training related to EEO and ADA standards.
- Provide guidance to Developmental Center-based EEO staff and serve as subject matter expert on accommodations.
- Lead special projects ongoing compliance initiatives and respond to audits or inquiries.
- Keep abreast of legal and regulatory updates recommending system or policy enhancements.
