DEQ has an open opportunity for an Engineering Supervisor I(Flexible/Hybrid)

It is full-time (40 hours per week) withState Benefits.

This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.

The Regional Stormwater Program Manageris primarily responsible for the technical and supervisory administrative and program management work as it relates to the Post Construction Stormwater Program in the Wilmington Regional Office. This position is tasked with the technical evaluation permitting and compliance evaluation of stormwater management systems in accordance with the state laws and regulations. In addition the position provides technical assistance to staff other state agencies the development community permit holders engineers local governments and citizens in the implementation of the required stormwater rules regulations policies and procedures.

This position reports to the Regional Supervisor and serves as a backup for the Regional Supervisor when he/she is out of the office.

Work duties for this position focus on the post construction stormwater program within the Wilmington Regional Office including staffing directing and ensuring the functions of the program are being followed. The regional office staff supervised are primarily engineering professionals (Engineer I II and III) however in the absence of the Regional Supervisor the position may also supervise Environmental Specialist and Administrative Specialists within the unit.

Key Responsibilities:

  • Daily management and direction of the post construction stormwater program and workload assigned to the engineering staff and permitting assistant staff.
  • Technical review of stormwater-related matters including reviewing work of staff to assure rules regulations policies goals and compliance objectives are met consistently.
  • Addressing complaints and reviewing compliance and enforcement actions.
  • Administrative duties and personnel management.
  • Providing technical assistance to other state agencies the development community permit holders engineers local governments and citizens.
  • Assist the Director and higher-level management in establishing program goals and objectives and/or requirements.

The Division of Energy Mineral and Land Resources:

The Division of Energy Mineral and Land Resources (DEMLR) is comprised of two Sections: Land Quality and Geological Survey. For more information: Land Quality Section is responsible for the administration of four regulatory programs: Dam Safety Program as authorized by the Dam Safety of 1967 Mining Program as authorized by the Mining Act of 1971 Sediment Program as authorized by the Sedimentation Pollution Control Act of 1973 and Stormwater Program as authorized by state statutes and the federal Clean Water Act. DEMLR collects permit fees and issues permits for mines dams sedimentation control for construction sites and stormwater permits for various activities and refers enforcement cases to the Attorney Generals Office.

DEMLR is responsible for scheduling organizing and transcribing minutes of the North Carolina Mining Commission and the Sedimentation Control Commission as well as reporting to the Environmental Management Commission regarding dam safety and stormwater matters.

The N.C. Geological Survey (NCGS) Sections mission is to provide unbiased and technically accurate applied earth science scientific information to address societal needs. This includes geologic maps mineral resource and geochemical information topographic maps and digital products and earth science education initiatives. The NCGS ...examines surveys and maps the geology mineral resources and topography of the state and

encourages the wise conservation and use of geologic resources by industry commerce agriculture and government agencies for the general welfare of the citizens of North Carolina. The results of the NCGS research are documented in Bulletins Open File Reports Information Circulars Special Publications and Geologic Map Series. The NCGS along with DEMLR provide staff to the Oil and Gas Commission.

Bachelors degree in an applicable field of engineering from an appropriately accredited institution and two (2) years of progressively responsible experience or an equivalent combination of education and experience.

May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
