Job Description

    POSITION SUMMARY/CLASS DESCRIPTION

    Howard County:
    Conveniently located in the heart of central Maryland between Baltimore and Washington Howard County offers the charm of a historic past mixed with the excitement of a cosmopolitan community.

    Howard County Government:
    Performs professional accounting work. Responsible for applying generally accepted accounting principles (GAAP) and procedures to analyze financial data. Prepare accurate and timely financial reports and statements the Annual Comprehensive Financial Report (ACFR). Ensures appropriate accounting control procedures are in place to effectively prepare analyze and reconciling financial statements. Assignments require evaluative thinking and are carried out in accordance with GAAP and relative County polices. The work includes responsible contacts with employees in other departments other governmental agencies and financial institutions. Develop and propose recommendation for improved departmental procedures based on GAAP and GASB regulations.

Work includes examining and evaluating administrative and operational programs financial reporting systems and agency budgets; performing accounts and records audits; planning developing analyzing and monitoring fiscal records and budgets; and preparing financial statements. Monitors budgeting activities and records of major departments. Supervises cashiers and oversees County banking operations.

    STARTING SALARY HIRING RANGE:
    $36.49 - $41.17
    $75903 - $85638


    CLASS DESCRIPTION:

Work includes examining and evaluating administrative and operational programs financial reporting systems and agency budgets; performing accounts and records audits; planning developing analyzing and monitoring fiscal records and budgets; and preparing financial statements. Monitors budgeting activities and records of major departments. Supervises cashiers and oversees County banking operations.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    Include the following. Other related duties may be assigned.

    • Prepare and post journal entries for pension transactions including accruals benefit contributions and investment activity.
    • Reconcile daily transactions recorded by the custodian bank (e.g. State Street) and identify and resolve any discrepancies.
    • Monitor cash balances of pension plans to ensure adequate liquidity for scheduled benefit and expense payments.
    • Process documentation for capital calls and distributions related to private equity and alternative investments.
    • Assist with the preparation of quarterly and annual pension financial statements.
    • Provide documentation and support for internal and external audit requests.
    • Reconcile fund manager statements and custodian reports to identify variances and assist in resolution tracking.
    • Compile budget data and assist in the development of the annual budget for the pension plans.
    • Track invoices from investment managers and vendors and ensure timely processing through the appropriate payment channels.
    • Maintain organized records of financial reports schedules and supporting workpapers for internal and external review.
    • Update SAP or other financial systems with relevant entries and adjustments following reporting cycles.
    • Coordinate logistics and provide administrative support for pension-related meetings and committees including preparation of meeting materials and draft minutes.
    • Support the implementation of GASB and other regulatory changes under direction from senior finance and consulting staff.
    • Stay informed on pension financial reporting standards and recommend process improvements for operational efficiency.
    SUPERVISORY RESPONSIBILITIES:
    This job has no supervisory responsibilities.

    MINIMUM REQUIRED EDUCATION/EXPERIENCE

    Bachelors Degree and two (2) years of related experience.

    PREFERRED EDUCATION KNOWLEDGE SKILLS AND ABILITIES:

    • Bachelors Degree with major course work in Accounting and experience in governmental accounting preferred.
    • Possess strong working knowledge of word processing spreadsheet and database software packages.
    • Certification as a Certified Public Accountant (CPA) or other related professional certification is preferred.
    • Experience in Cash and investment reporting specifically alternative investments.
    • Experience in Defined Benefit Plans Accounting.
    • Familiarity with actuarial reports.
    • Experience handling confidential information.
    • Detail oriented and must possess strong communication and analytical skills.
    • Ability to multi-task.
    • Ability to work independently.
    • Experience with SAP or other Enterprise Resource Planning systems a plus

Ability to effectively present information and respond to questions from groups of managers clients customers and the general public.

    Ability to calculate figures and amounts such as discounts interest commissions proportions percentages area circumference and volume. Ability to apply concepts of basic algebra and geometry.

    Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written oral diagram or schedule form.
