Senior Technical Application Developer (Key Personnel)
Location: Tysons Corner VA (Hybrid Onsite & Telework)
Clearance: Must be eligible for DHS Entry on Duty (EOD)

The Senior Technical Application Developer (Key Personnel) position supports onsite operations at Tysons Corner VA. The position is hybrid and reports to the Program Manager or designated Technical Lead.
C Technologies is seeking a Senior Technical Application Developer to serve as a lead contributor in the configuration enhancement and ongoing technical management of the SEVP External Training Application (SETA). This position is responsible for maintaining and extending the Learning Management System (LMS) and Learning Record Store (LRS) platforms ensuring compliance with federal security and accessibility standards and delivering optimized secure and scalable solutions in partnership with ICE stakeholders.
Configure and extend LMS and LRS platforms to meet evolving program needs.
Design and develop secure scalable and high-performance software components and services.
Conduct code reviews enforce development standards and lead quality assurance processes.
Optimize application performance through profiling monitoring and tuning.
Ensure full compliance with FedRAMP FISMA and Section 508 standards and policies.
Collaborate with DHS/ICE stakeholders to implement system enhancements and resolve technical issues.
Document architecture decisions integration flows and system configurations.
Support deployment testing and security review processes in cloud environments.
Bachelors degree in Computer Science Software Engineering or related field
(An additional 4 years of relevant experience may be substituted for the degree requirement.)
Minimum 4 years of experience in software development and system integration.
Experience configuring and extending learning management systems.
Hands-on experience with Oracle databases and secure cloud infrastructure.
Demonstrated knowledge of software development lifecycle (SDLC) best practices.
U.S. Citizenship and ability to obtain DHS Entry on Duty (EOD) clearance.
Experience with FedRAMP-authorized cloud environments (e.g. AWS GovCloud).
Working knowledge of Section 508 compliance in application development.
Familiarity with modern LMS/LRS tools and standards such as SCORM xAPI.
Experience in Agile or DevSecOps environments.
Security or equivalent certification.
