The Rates and Revenues Manager position at the City of Tucsons Water Department develops financial models and rate plans to ensure the long-term financial health of the utility. Exercises oversight of all incoming revenue streams including rates fees grants bonds and other loans for timeliness accuracy and compliance.
Work is performed under the supervision of the Water Administrator. This position supervises the rates and revenue section.
Manages the utility billing system that generates and processes utility payments for the water trash and sewer utilities. Monitors system functionality and troubleshoots problems. Utilizes the Citys primary accounting systems to verify accuracy of data transfer between systems.
Forecasts monitors and analyzes department revenue and revenue data to ensure timely and accurate collections. Coordinates the development and updating of rates to generate revenues including formulation of the underlying financial plan and implementation of rate changes. Incorporates public outreach education and compliance with local and state laws.
Generates the creation of data queries and reports on billing information to support a vast array of department-wide needs. Manages the tracking and creation of all accounts receivable actions for the department that are not billed through the utility billing system. Researches understands and monitors the financial aspects of all intergovernmental agreements and contracts with Tucson Waters partner agencies.
Manages the departments grants loans and bond issuances ensuring regulatory compliance and proper use of funds. Manages fixed asset inventory accounting and depreciation. Participates in the development of contracts and contract negotiations and monitors vendor performance and contract compliance.
Manages coordinates and determines priorities of work. Monitors levels of resources establishes timelines assigns work monitors progress recommends changes and suggestions. Writes reviews and edits reports prepared by staff and approves completed projects and reports.
Provides customer service by responding to information requests conducting research providing solutions to problems and correcting errors.
Performs all other tasks and duties as assigned.
