Ontario Health is seeking a Senior Analyst Provincial Drug Reimbursement to support the Provincial Drug Reimbursement Programs (PDRP). This role involves the administration of various programs including the New Drug Funding Program High Cost Therapy Funding Program Evidence-Building Program and Case-by-Case Review Program. Additionally PDRP manages Ontario Healths Out-of-Country programs providing access to cancer drugs services and genetic testing. The team also adjudicates funding requests for CAR T-cell therapy offers an Evidence Search and Review Service and hosts the Canadian Cancer Real-World Evaluation (CCRE) Platform a Core Network Partner of CADTHs post-marketing drug evaluation program CoLab.
The Senior Analyst will conduct analyses to support program decision-making real-world evidence projects and budget forecasting. Responsibilities include validating budget impact analyses undertaking complex data analyses and using program utilization data to forecast drug administration and associated costs. This individual will also analyze real-world data to address policy-related questions and produce technical and plain language analytics documentation.
Key Responsibilities:
Manage multiple projects concurrently effectively communicate with stakeholders and drive results in a collaborative setting.
Conduct qualitative and quantitative analyses to support project and program goals.
Identify analyze and interpret information in patient-level datasets to inform financial forecasting for drug expenditures.
Incorporate new drug funding estimates into regular financial forecasting reports with risk assessment and scenario analysis.
Create and run regular monthly and ad hoc reports for provincial cancer leads hospitals CCO leadership and the MOHLTC.
Liaise with other CCO analytics teams to enhance automated forecasting tools based on time-series data analysis and neural network models.
Develop options new ideas and recommendations for analytic plans and escalate risks if analysis exceeds scope.
Monitor and adjust work plans to meet priorities and objectives and propose recommendations to address issues.
Develop assess and validate budget impact analyses for drugs in collaboration with stakeholders.
Facilitate collaboration between internal and external groups to conduct real-world evidence analyses.
Present analysis using excellent written verbal and graphical communication skills.
Share results and insights with external stakeholders including Senior Leadership and the ministry.
Qualifications:
Masters degree preferred in epidemiology health sciences public health financial mathematics business administration health or business economics statistics or a related field.
At least five years of relevant analytic and methodological work experience in a healthcare setting or related field.
Demonstrated understanding of Ontario drug reimbursement frameworks policies and systems.
Experience applying project management methodologies; PMP or equivalent experience an asset.
Expertise in data analysis policy analysis and business strategy.
Experience developing complex documentation through a formal approval process.
Experience working directly with clinical experts and knowledge transfer with a clinical audience.
Knowledge and Skills:
Proven ability to develop relationships with key stakeholders.
Strong ability to manipulate and analyze data with spreadsheet database and statistical software.
Technical proficiency in evaluating health economic and budget impact models.
Experience working with a multi-disciplinary audience.
Creative and forward-thinking detail-oriented with strong problem-solving skills.
Strong attention to detail with the ability to pursue exploratory analyses.
Ability to incorporate quantitative and qualitative data from multiple sources.
Ability to work independently and in a fast-paced environment.
Excellent organizational skills .
Excellent written and oral communication skills.
Superior ability to analyze and define problems evaluate alternatives find solutions and make decisions.
Advanced knowledge of Microsoft Word PowerPoint Excel and Outlook.
