The position is designated Statutory Exempt and is exempt from the State Human Resources Act.The Enterprise Data Office (EDO) for NC Department of Information Technology (NCDIT) is seeking a highly motivatedData Governance Leadto guide and manage the development implementation and ongoing execution of statewide enterprise data governance frameworks policies and processes to support data management data integration and data quality initiatives. This role will be responsible for establishing and managing a statewide Enterprise Data Coordinating Council (EDCC) bringing together key stakeholders across state agencies to ensure alignment on data policies standards and best practices. The Data Governance Lead will work collaboratively with agencies and NCDIT teams to build consensus-driven governance policies that support responsible data use drive innovation and enhance data maturity for AI and generative AI initiatives.

Additional duties include but are not limited to:- Ensure alignment with legal privacy and compliance requirements including HIPAA FERPA CJIS GDPR and other state and federal data regulations.
- Measure and report on data governance maturity compliance and performance using established metrics and dashboards.
- Provide strategic support to the Deputy Chief Data Officer in advancing enterprise data strategy including efforts around ethical AI and data-driven decision-making.
- Collaborate with internal teams including IT privacy legal and analytics to align governance practices with business and technology needs.

To qualify for this position applicants must document on the application that they possess ALL of the following:
Experience with data governance principles such as data stewardship data quality data lifecycle management and master data management
Experience with industry-standard data governance frameworks such as DAMA-DMBOK DCAM NIST and FAIR
Experience with data privacy and/or data management laws/regulations (e.g. GDPR CCPA FIPPs HIPAA FERPA CJIS state and federal data policies)
Experience with modern data management and/or governance technologies such as tools for data cataloging metadata and master data management data quality cloud-native governance services and AI-enabling platforms
- Certification in data governance or related areas (e.g. DM-BOK CDMP etc.) is a plus
- Public sector experience in data governance data privacy or compliance roles
- Background supporting statewide or enterprise-level data strategies or AI-readiness initiatives
This position will have access to data within the Division of Criminal Information Network (DCIN); and as such NC Administrative Code 14B NCAC 18A.0401 mandates that prior to receiving and/or maintaining certification as a DCIN user applicants:
1) Shall be a citizen of the United States
2) Shall be at least 18 years of age
3) Shall agree to a fingerprint-based background search.Minimum Education and Experience Requirements

Bachelors degree from an appropriately accredited institution and five (5) years of progressive experience related to the area of assignment; or an equivalent combination of training and experience.Supplemental and Contact Information

HYBRID/FLEXIBLE WORK SCHEDULES:
