Application & Database Development

Salary: $77312.40 - $96640.50 Commensurate with Experience

SUMMARY

We are seeking a highly experienced and versatile Application Administrator with 7 years of hands-on experience supporting and managing applications with at least 4 years of E-Builder application support. The ideal candidate will have a strong background in enterprise application administration configuration construction program application (E-Builder). In addition to E-Builder the ideal candidate will be responsible for the overall administration of other key business applications across the organization.

E-Builder System Specific Responsibilities:

Process Development

  • Understand and implement innovative solutions utilizing all modules for Aviation department business processes within the e-Builder system
  • Serve as the subject matter expert and administrator for the E-Builder platform.
  • Document results of discussions regarding business requirements and procedures
  • Create new workflow processes/revise existing processes based on discussions documented requirements and contractual documents
  • Execute user acceptance testing of major changes (e.g. new structured workflow implementation migration etc.)
  • Develop training documentation instruction manuals how-to-guides as needed
  • Strong knowledge using E-Builders configuration tool
  • Manage E-Builder upgrades patching data integrity and integrations with other enterprise systems.

Other Key Responsibilities:

  • Perform system configuration user management permission settings workflows and assignment programming and ongoing enhancements.
  • Troubleshoot and resolve application issues; coordinate with vendors as needed.
  • Maintain up-to-date system documentation workflows and process guides.
  • Train and support end-users to maximize application adoption and efficiency.
  • Identify opportunities for process improvements and automation for enterprise applications.
  • Assist in the administration support and enhancement of other enterprise applications as assigned.
  • Proven experience with backend development including scripting and programming for enterprise applications. (e.g. C# PowerShell Python or similar).
  • Strong understanding of enterprise system integrations relational databases (SQL) and data modeling.
  • Ensure seamless data exchange and integration between Trimble Unity Construct and other enterprise applications (e.g. Workday)
  • Review test and debug scripts APIs and other programming tasks to support enterprise application integrations.

Project Leadership

  • Lead the design and implementation of Trimble Unity Construct solutions ensuring projects are completed on time within scope and on budget.
  • Partner with cross-functional teams including Project Management Construction Engineering Development IT and Finance

System Maintenance and Support:

  • Monitor system performance and troubleshoot issues related to Trimble Unity Construct.
  • Perform periodic system audits ensuring compliance with organizational standards and data security policies.
  • Develop and deliver training materials end-user guides and best practices for business users.

Skills:

  • Proficiency in Trimble Unity Construct modules workflows and customization.
  • Advanced skills in API development scripting and troubleshooting within complex systems.
  • Strong analytical problem-solving and critical-thinking abilities.
  • Excellent communication and interpersonal skills to effectively interact with technical and non-technical stakeholders.
  • Ability to handle other applications as needed.
  • Knowledge in Power BI & Tableau a plus

Qualifications:

  • Over 7 years of experience managing and supporting software applications including more than 3 years working with project management platforms like e-Builder.
  • Deep understanding of system features such as workflow automation custom forms reporting tools configuration settings and software integrationsespecially in the context of managing capital projects.
  • Solid grasp of project management processes with hands-on experience supporting infrastructure or transit-related initiatives.
  • Strong analytical and problem-solving skills capable of navigating and resolving complex technical issues.
  • Effective communicator with excellent interpersonal skills experienced in working with a wide range of users and stakeholders.
  • Able to manage competing priorities in a dynamic work environment both independently and collaboratively using e-Builder or similar tools.

Education:

Bachelors degree in information technology Computer Science Engineering or a related field

Or

Equivalent combination of education certifications and professional experience (typically 7 years) in enterprise application administration.

CONDITIONS OF EMPLOYMENT

The Citys Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
