BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Due to ongoing organizational restructuring and the phasing out of a dedicated Staffing Coordinator within the Nutrition and Food Quality Service the Talent Management Consultant will play a pivotal role in maintaining talent management continuity during this transitional period.
The Nutrition and Food Quality Service continues to require specialized support to manage evolving workforce needs particularly in the development and maintenance of technical rosters and strategic recruitment mechanisms for 2026 and beyond. While FIT Pools (Future International Talent Pools) were previously central to recruitment pipelines their relevance and usage have declined due to organizational realignments and efficiency measures. As such there is an increased need for proactive and adaptive talent strategies to ensure continued access to diverse and capable professionals aligned with programmatic needs.
This consultancy will be instrumental in addressing these challenges providing expert support on recruitment strategic workforce planning and learning and development initiatives. The Consultant will report directly to the Team Lead for Admin and will coordinate closely with the Chief of Programme and Policy Support HRM POS and global/regional stakeholders.
ACCOUNTABILITIES/RESPONSIBILITIES:
Serve as the Talent Management focal point for collaboration with the Staffing Unit (POS) and HR contributing to the development of recruitment strategies and targeted plans that effectively support the attraction and acquisition of exceptional talent for the Nutrition and Food Quality Service global workforce
Collaborate with relevant stakeholders to create and manage functional and integrated (FIT) Pools and Nutrition technical rosters ensuring timely filling of global positions in alignment with evolving organizational priorities and operational requirements. Regularly review candidate profiles propose suitable matches to hiring managers and monitor talent pool strength to proactively address replenishment needs.
Work in close collaboration and coordination with the Global Acquisition Talent Branch (HRMTA) and provide advice to managers and employees on HR-related issues understanding their needs and ensuring that HR policies procedures systems and tools are available and correctly applied to support them
Coordinate activities related to functional external recruitments Limited Fixed Term (LFT) positions available rosters the FIT Pool and young talent recruitments (e.g. interns JPOs fellows etc.).
Provide targeted guidance to hiring managers on workforce planning and specialized position design aligned with evolving Nutrition and Food Quality technical needs. Act as a technical bridge between Nutrition and Food Quality operational priorities and HR policy ensuring collaboration without duplication.
Lead the rollout and coordination of learning and development initiatives under the Nutrition Strategic Workforce Plan (SWP) including leadership programmes Critical Skills Academy TDYs job shadowing and job swaps. Track effectiveness and adjust based on operational needs and feedback.
Coordinate the implementation of Nutrition-specific workforce initiatives by engaging HR focal points and internal stakeholders. Ensure delivery is responsive to restructuring needs and supports technical capacity and career development.
Deliver targeted workforce analytics to identify skills gaps reassignment opportunities and staffing risks and with data to inform decisions on specialized workforce capacity and transition planning based on the organizational restructure.
Perform other related duties as required to support Nutrition talent priorities.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: University degree in Human Resources Management Business Administration or a related field
Experience:
At least 5 years of experience in recruitment project management and HR operations.
Project management experience including planning implementation and monitoring.
Knowledge & Skills:
Demonstrated experience in efficiently managing the entire recruitment cycle from initial candidate evaluation and screening to conducting interviews and executing effective selection strategies.
Strong communication skills both verbal and written to effectively interact with stakeholders provide advice and facilitate clear and accurate information flow.
Flexibility and adaptability to navigate changing priorities handle multiple tasks and adjust strategies as per organizational needs and dynamics.
Excellent interpersonal skills to establish rapport build relationships and effectively engage with individuals at all levels within the organization.
Strong problem-solving skills to analyze complex situations identify solutions and make recommendations for improvements in recruitment processes and talent acquisition.
Customer-centric approach to understand the needs of managers and employees provide appropriate support and guidance and ensure the delivery of high-quality HR services.
Experience managing rosters is highly desirable.
Languages: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic Chinese French Russian Spanish and/or Portuguese (a WFP working language) is an asset
