BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
As the worlds largest humanitarian organisation WFP prevents detects and treats malnutrition among some of the most vulnerable groups in the world. Reducing malnutrition to achieve zero hunger is the core of SDG 2 and improving diets and building human capital are foundational elements that interconnect multiple 2030 Agenda goals. However after years of modest progress there is a worsening nutrition situation globally which will erode resilience and exacerbate malnutrition rates overload the already strained food and health systems and hold back progress.
The inclusion of nutrition as a cross-cutting priority in WFPs 2022-2025 Strategic Plan is a commitment to maximise the contribution WFP makes to preventing malnutrition and improving diets including in the face of shocks and crises. Integrating nutrition across WFPs systems services and capacity will enable the organisation to have greater impact in support of governments and on global efforts to achieve SDG 2. Effective integration ultimately plays out through WFP Country Strategic Plans (CSPs) with enhanced and expanded programmes supported by shifts in global and regional systems and appropriate staffing and skills enable the improved impact of reducing malnutrition.
Working closely with the Director of Nutrition and Food Quality the Integration and Planning Coordinator will identify opportunities for WFPs enhanced contributions to improved programmes facilitate system-level changes to corporate frameworks and processes and support the building of capacities for nutrition integrations throughout the organization. This requires defining an implementation plan for the necessary steps and adjustments forward to realize the ambition of nutrition integration in the WFP Strategic Plan 2022-2025.
ACCOUNTABILITIES/RESPONSIBILITIES:
Working under the supervision of the Chief Program Policy Support the incumbent will support the Nutrition service in programme cycle coordination and developing the conceptual approach for nutrition integration. This could include supporting inter-departmental working groups coordinating with partners conducting analysis developing position papers contributing to corporate proposals and approaches and furthering Nutritions strategic engagement in corporate processes.
The candidate will perform the following duties:
Strategy planning
- Support the drafting of key documents relevant to nutrition integration across WFP including to help identify what success looks like and the pathway to that point. Analyse and engage in the various emerging concepts / systems/policies related to strategic corporate priorities coordinate/consolidate feedback as appropriate.
- Advise on mechanisms to implement the nutrition integration agenda through corporate and Divisional systems channels and meetings with the objective of driving a coordinated voice and understanding.
- Based on recommendations from the Evaluation of the Nutrition Policy (2017-2021) support the implementation of WFPs Strategy to Improve Diets and Address Malnutrition () to ensure that the nutrition integration agenda is adequately taken forward.
- Coordinate with relevant WFP global teams to support countries to develop integrated strategies in line with the conceptual framework.
Strengthen capacity and coordination of NUT HQ and the Field
- Conducts analysis on skill set and capacity required for the integration agenda required across WFPs global teams and COs in close collaboration with PPG-Ns chief and director. .
- Coordinate PPGN engagement with and review of Country Strategic Plans (CSP) and all relevant documents in close collaboration with PPGN Director. CSPs will be strategically supported throughout the process from CSP Inception to HQ Validation aiming to continuously enhance the quality nutrition thinking within CSP formulation process.
- Coordinate and provide strategic and technical comments on cross-divisional white papers critical high-level initiatives and all Executive Board related documents including evaluation reports policies strategies trust funds - to ensure consistency and alignment with strategic nutrition integration direction.
M&E/KPIs
- Based on the workplans input craft PPGN main KPIs and the annuals targets and lead the completion of the three phases of the Annual Performance Plan (APP).
- Work closely with the Chief of the Learning and Innovation Unit to report on midterm review and annual performance report and advise on the associated risks for the evaluation framework.
Internal resource planning
- Work closely with the NOA Team Lead and Finance to determine resourcing needs at WFPs global-teams and CO levels.
- Co-ordinate and lead the Management Plan submission for PPGN working with finance technical teams as well as other Services and Divisions and regional offices to secure necessary capacities and resources for the integration agenda.
- Support Management team for the negotiation/documentation process for 2025 Management Plan.
Divisional planning
- Attend key internal and external engagements with the Director to provide dedicated logistical and substantive support.
- Support the preparation and documentation of Director-level and Chiefs-level meetings retreats and all-staff meetings.
- Support the communication of PPGN and Global wide decisions to relevant staff and stakeholders.
- Take forward and coordinate actions and decisions made through key meetings to ensure implementation and cross-Divisional/cross-organizational working.
- Represent PPGN in key planning and coordination meetings.
Perform other related duties and assignments as and when required.
DELIVERABLES AT THE END OF THE CONTRACT:
Guidance produced on the PRP process for inputting strategically and soundly to the CSP process with special focus on the nutrition integration agenda. All corporate processes finalized and submitted with excellent quality and timeliness including the Annual Performance Plan and inputs to corporate policies and strategies. Weekly monthly and regular chiefs and all staff meetings are organized and documented. Nutrition strategy implementation tracked documented and discussed with the leadership group of the Nutrition service.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
A Masters degree or higher in international relations development organizational planning nutrition or a related field.
Experience:
A minimum of eight years of progressively responsible professional work experience at national and/or international levels in organizational planning policy and strategy development or programme coordination.
Proven experience in developing organizational policies or strategies and supporting associated organisational change processes.
Demonstrated negotiating cultural sensitivity and diplomatic skills.
A minimum of two year of experience in global nutrition or other relevant field and strong knowledge of core WFP nutrition priorities and programming.
Understanding the organizations global mandate and diverse operational contexts
Knowledge & Skills:
Strategic thinker with a proven ability to build consensus and to support effective change management
Solid understanding of strategic priorities relating to food security and nutrition
Knowledge of WFP systems and frameworks related to supply chain procurement finance human resources and reporting among others
Knowledge of WFPs Strategic Plan 2022-2025
Demonstrated project management skills
Ability to identify needs and match them to appropriate solutions
Good facilitation skills
Strong writing analytical and research skills
Excellent interpersonal skills and ability to work in multicultural settings
Languages:
Fluency in English. Working knowledge of another UN language (ideally French).
