Are you passionate about managing dynamic community spaces and fostering cultural growth The City of Oakland is seeking a dedicated and experienced Facility Manager for the Malonga Casquelourd Center for the Arts. This landmark facility located at 1428 Alice Street in the heart of the Black Arts Movement and Business District is one of the nations premier cultural arts centers.

About the Malonga Casquelourd Center for the Arts: Formerly known as The Alice Arts Center this city-designated landmark serves the local arts community by providing performance commercial office and classroom space across its basement first three floors and mezzanines. The top three floors offer residential single-room occupancy (SRO) units available to local artists performers and creators.

We are looking for someone who has:

  • Proven experience in facility management preferably within a cultural or community center environment.
  • Strong organizational and leadership skills.
  • Excellent communication and interpersonal abilities.
  • Experience in budget management report writing and staff supervision.
  • Knowledge of safety and security practices.
  • Experience with leasing processes and tenant relations.
  • A commitment to fostering a diverse and inclusive environment.
What you will typically be responsible for:
  • Facility Management: Planning organizing directing and evaluating the day-to-day activities of the Malonga Casquelourd Center including security staffing resources events facility maintenance and budget. Overseeing all facility operations to ensure efficiency and community satisfaction.
  • Client Services:Collaborating with the Events Coordinator and Security Supervisor to review all services provided to clients addressing space and technical requirements equipment special arrangements security and workforce needs.
  • Staff Supervision: Selecting training and hiring staff; writing performance evaluations; recommending disciplinary actions; resolving staff conflicts; assigning and reviewing work; conducting staff meetings; and supervising maintenance repair and mechanical personnel in the absence of maintenance supervisors.
  • Budget Management: Assisting in the preparation and administration of the budget; creating purchase orders; establishing maintaining and approving systems for accounts receivable and payable; posting revenues; overseeing contract negotiations and approving billings by contractors for various services at events; developing bid packages for convention events.
  • Security and Safety: Evaluating and enforcing security and safety programs and policies; receiving and investigating emergency calls and complaints regarding buildings equipment and facilities.
  • Report Writing: Writing a variety of complex reports including documentation for performance-based budgeting reports to the City Council Cultural Arts committees and the Parks and Recreation Commission; developing short- and long-range plans for facilities; developing and enforcing procedural manuals for facility operations.
  • Leasing Duties: Managing leasing processes for the facility; marketing and promoting available spaces to potential tenants; conducting tours of the facility for prospective tenants; preparing and executing lease agreements; ensuring compliance with lease terms and conditions.
  • Tenant Relations:Serving as the primary contact for tenants; addressing tenant inquiries and concerns promptly; coordinating with maintenance staff to resolve tenant issues; facilitating tenant move-in and move-out processes; ensuring tenant satisfaction and retention.

Minimum Requirements for Application

The following qualifications are guidelines as the appointing authority has broad discretion in filling positions in this classification.

Education:
Bachelors degree from an accredited college or university in public or business administration arts management or related field.

Experience:
Five (5) years of experience performing progressively responsible and complex administrative and managerial duties including two years of cultural arts facility management.

License or Certificate / Other Requirements

Successful incumbents in this job are expected to operate an automotive vehicle in the performance of the assigned duties. Due to the nature of the assignment and the hours worked public transportation may not be a cost-effective method for traveling to the various locations required. Individuals who are appointed to this position will be required to maintain a valid California Drivers License throughout the tenure of employment OR demonstrate the ability to travel to various locations or transport equipment in a timely manner as required in the performance of duties.


Supplemental Information

The Recruitment Process:

This is an at-will position exempt from the provisions of the City of Oakland Civil Service Rules (per Charter Section 902f). Exempt Limited Duration positions may not exceed a period of one year.

  • Dental The City of Oakland pays for Delta Dental full premium for employees and eligible dependents
  • Vision The City of Oakland pays for VSP full premium for employees and eligible dependents
  • Sick leave Employees accrue 12 days per year
  • Deferred Compensation 457(b) pre-tax plan and an after-tax ROTH 401(k)plan

Disaster Service Workers
