Civil Rights & EO Officer - Client Relations 4442-12

Ensure compliance with federal state and local civil rights laws and regulations in the delivery of client services at HCJFS including but not limited to Title VI ADA Section 504 and Equal Opportunity laws.

Develop and conduct training sessions for HCJFS staff on civil rights equal opportunity and nondiscrimination policies to promote awareness accessibility and compliance to applicable laws in the provision of services to clients.

Investigate and resolve client complaints related to civil rights violations ensuring timely and appropriate actions are taken to address grievances.

Provide guidance to HCJFS leadership in developing implementing and maintaining the agencys Civil Rights Plan.

Monitor audit and report on the effectiveness of HCJFSs civil rights practices ensuring compliance and identifying areas for improvement.

Prepare and submit required reports regarding civil rights compliance to federal state and internal regulatory bodies

Performs other related duties as assigned.

Attends necessary training as required.

POSITIONS SUPERVISED:

KNOWLEDGE SKILLS AND ABILITIES: (*Indicates can be developed after employment)

Knowledge of:civil rights laws and regulations impacting clients including Title VI ADA Section 504 and Equal Opportunity laws; client service delivery best practices for diverse populations including individuals with disabilities and limited English proficiency (LEP); state and federal reporting requirements related to civil rights and EOO compliance; the structure and operations of governmental agencies and the social service sector.

Skill in:developing and delivering effective training programs; investigating and resolving complaints related to civil rights violations; analyzing data to assess and monitor compliance and identify areas for improvement; preparing detailed reports and compliance documentation; communicating complex civil rights issues to diverse audiences in a clear and accessible manner.

Ability to:train and educate diverse groups of people effectively; work independently and collaboratively with other teams and departments; strong organizational and time-management abilities to manage multiple tasks and meet deadlines; build relationships and trust with clients staff and community stakeholders.
Bachelors Degree in Public Administration Legal Studies Social Work or a related field

AGENCY-PREFERRED QUALIFICATIONS:
Juris Doctorate preferred
Minimum of three (3) years of experience in civil rights compliance equal opportunity or related fields with a focus on client services
Certification or specialized training in Civil Rights Compliance or Equal Opportunity is highly desirable
Experience working within a public sector or social services environment
Familiarity with civil rights requirements under federal funding programs (e.g. TANF SNAP Medicaid)
Previous experience developing and delivering civil rights training programs

PHYSICAL and/or MENTAL CONDITIONS:
Ability to handle complex civil rights issues including client complaints with professionalism and attention to detail.
Capacity to manage multiple projects and meet deadlines
