Job Summary
The Director of Public Works and Transportation provides executive leadership and strategic oversight for the Citys Public Works Department Reporting to the Managing Director and directly supervising The Deputy Directors and Division leaders. This role is responsible for the planning management and delivery of a broad range of services including civil engineering traffic operations street maintenance
stormwater utility transportation services fleet management and facilities maintenance. The Director leads cross-functional teams oversees complex projects and budgets and ensures compliance with local state and federal regulations. The incumbent collaborates with internal departments external agencies and the public to deliver efficient integrated and forward-thinking infrastructure solutions that enhance community livability and operational excellence.
Experience Education and Skills
Minimum Requirements
- Bachelors degree in civil engineering public administration business administration or a closely related field.
- Ten (10) years of progressively responsible management experience in public administration
- including at least four years administrative experience as a division head in public works.
- Proven success managing people effectively including talent development.
- Progressively responsible civil engineering practice preferably related to municipal engineering
- with emphasis and thorough knowledge of laws regulations procedures and municipal
- processes related to land development and public works projects.
OR Any combination of related education experience certifications and licenses that will result in a candidate successfully performing the essential functions of the job AND Possession of a valid drivers license.
Preferred
- Masters degree in public or business administration or related field.
- PE certification.
- Experience in multiple disciplines within public works.
Knowledge Skills and Abilities
- In-depth understanding of the planning design construction and maintenance of infrastructure systems including streets stormwater traffic transportation and facilities.
- Strong leadership skills with the ability to supervise senior managers foster talent development and build high-performing teams.
- Expertise in preparing and managing complex operating and capital budgets cost analysis purchasing procedures grant administration and contract negotiations.
- Excellent written and verbal communication skills for preparing reports presenting to City
- Council and engaging with the public and media.
- Skills with planning and conceptualizing work tasks with a track record of leadership involving
- the establishment of trust credibility and influence with line managers.
- Ability to analyze complex problems evaluate policy and program effectiveness and make data-informed decisions with long-term impacts.
- Proficient in managing large-scale capital improvement projects timelines budgets and cross-functional teams.
- Ability to oversee complex and diverse operations simultaneously while adapting to shifting priorities and demands.
- Ability to work effectively with elected officials department heads community groups regulatory agencies and residents.
- Ability to inspire innovation lead change initiatives and foster a culture of continuous improvement within a large municipal department.
Travel
Approximately 25% flexible local travel with occasional regional or out-of-state travel.
Essential Functions
- Provide executive leadership and strategic oversight for all Public Works divisions aligning departmental goals with city-wide priorities.
- Develop implement and monitor budget goals and objectives which includes decisions and commitments involving large expenditures with significant impact not only on the City organization but also on the community as a whole.
- Develop and manage the Departments budget and staff in a fiscally responsible manner.
- Direct and provide management support for all department divisions.
- Apply best practices in public administration to create and manage innovative programs and services.
- Develop new programs and concepts through extensive analysis and interpretations of previously unevaluated facts.
- Monitor and evaluate department performance recommend improvements and drive organizational excellence.
- Maintain frequent contact with City administrative staff officials organization representatives other governmental agencies and non-City personnel to give and obtain information and gain concurrence and cooperation.
- Maintain effective working relationships with citizen advisory committees community groups and other City department staff.
- Oversee policy development and ensure consistent clear communication of department procedures and initiatives.
- Work with City departments community groups and other agencies to maximize the Citys resources and programs.
- Analyze problems considering customer concerns political realities social and economic impacts policy and strategic considerations.
- Resolve disputes and implement solutions using sound management and conflict resolution skills.
- Manage resources and form innovative and cooperative programs with other organizations.
- Make presentations and recommendations to the City Manager City Council staff citizen advisory groups community organizations etc.
- Develop a long-range plans for the future of Greeley Public Works programs.
- Coordinate planning activities with other City departments and ensure alignment with broader City goals.
- Evaluate organizational activities and make recommendations based upon critical analysis.
- Effectively communicate complex information to diverse audiences including elected officials residents and employees.
- Work both independently and collaboratively in a fast-paced dynamic environment.

Work Environment and Physical Requirements
Work Environment
- Primarily based in a standard office environment which involves working at a desk or workstation for extended periods.
- While the role is office-based occasional visits to off-site locations or field environments may be required for meetings or project-related work.
- The noise level is generally low to moderate consistent with a typical office setting.
- This position involves frequent interaction with the public stakeholders and internal staff including responding to inquiries attending community meetings and representing the City in both informal and formal settings.
- May be required to work extended hours in the evening holidays or weekends.
- May be required to conduct business in alternate locations within City buildings or field sites sometimes in formal settings.
Physical Requirements
- Mobility: Requires minimal physical effort typically associated with clerical work including occasional walking or standing.
- The ability to move throughout the office or work location is necessary as well as the ability to walk bend stoop reach or navigate uneven terrain during occasional site visits or field inspections.
- Dexterity: Ability to perform repetitive motions for tasks such as typing writing and operating standard office equipment.
- Strength: Ability to lift and carry materials or equipment weighing up to 15 pounds occasionally.
- Endurance: Ability to sustain focus and attention necessary for extended periods of data analysis planning and reporting.
- Vision and Hearing: Sufficient visual acuity to read printed and digital materials view computer screens and interpret maps or diagrams. Adequate hearing to participate in verbal conversations meetings and virtual communications.
