About the Role:

The Project Planning and Delivery Section is looking to fill multiple Project Control Engineer III positions with professionals that are excited about cost control scheduling and have experience supporting large capital programs. Additional project control functions include assisting project teams with project development planning budgeting contracting scheduling cost control measures as well as the monitoring and control aspects of assigned projects and contracts. Successful candidates would join our team of 300 professionals that are responsible for delivering the capital program at the King County Wastewater Treatment Division (WTD).

This is a hybrid position. Staff will primarily telework but have access to a downtown co-working space and various facilities to participate in trainings and workshops conduct meetings and engage colleagues. The frequency of onsite work will depend on business needs. Some mandatory site visits and field work cannot be accessed via public transportation. Candidates will have access to a county vehicle or can be reimbursed if using their personal vehicle. Candidates will be issued a laptop a regional transit pass and a stipend for work boots and PPE.

What You Will Be Doing:

• Review and analyze engineering cost estimates for accuracy and determine if these estimates are feasible and within the constraints of project requirements.
• Coordinate oversee perform and review the submittal process for compliance with contract documents.
• Support project managers on standard technical development of project schedule and budget baselines along with preparation review and analysis of Portfolio spend plan reviews.
• Develop maintain and support SharePoint business processes and workflows for projects during design and construction.
• Review and analyze project schedules and construction schedules to document inconsistencies or to note missing information. Review monthly project and construction schedule updates. Lead monthly project schedule updates with input from consultant and project team members.
• Participate in reviewing and analyzing all assigned design and construction tasks to determine if contingency funds must be re-allocated as related to risks. Work with the project team to initiate the process for re-allocations.
• Support the procurement process for contracts; review and analyze progress payments and monthly reports to ensure compliance with established procedures and contract terms and conditions.
• Develop project management deliverables for cost engineering involving estimating cost control and cost forecasting. Facilitate the development and documentation of project Work Breakdown Structure (WBS)
• Assist field construction personnel in the negotiation of proposed change orders. Prepare change order documentation and initiate the approval process for the change documents.
• Provide guidance and assistance to Project Control Engineers I and II in performing their assigned duties such as processing progress payments amendments schedule reviews crosswalks and change orders.

Qualifications You Bring:

• A minimum three years experience applying basic mathematical computations or any combination of education and experience that clearly demonstrates the ability to perform the job duties of the classification
• Work experience as a project control engineer or equivalent field.
• Advanced Knowledge of cost estimating scheduling and risk assessment techniques and principles.
• Skilled at evaluating cash flow reports estimates and project cost variances and knowledge of risk assessment techniques and principles.
• Experience developing critical path schedules.
• Excellent oral and written communication skills.
• Advanced ability to work on multiple projects and provide direction simultaneously and experience working effectively with people of diverse backgrounds.
• Strong software skills that support the delivery of work products as well as gathering manipulating and using data such as Word Outlook PowerPoint Excel SharePoint and database management programs.

Working Conditions

• Remote and Onsite Work Details:Remote and Onsite Work Details: Employees in this role work remotely from a home location with onsite reporting requirements 1 - 2 times monthly at a King County worksite. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St Seattle WA 98104) and treatment plant facilities. This work arrangement promotes work-life-balance and reduces carbon footprint under the departments vision of Green Where We Work.
• Remote Work Location Requirement:Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.
• Work Schedule:This full-time position works a 40-hour work week. This position is not covered under the provisions of the Fair Labor Standards Act (FLSA) and is not overtime-eligible
• Union Representation:This position is represented by King County Technical Employees Association (TEA) bargaining unit.
