We are currently accepting applications to fill one full-time Real Property Division Manager (Real Property Manager III job classification) in the General Services Department. This position is at-will and exempt from civil-service provisions. The current vacancy is inSanta Barbarawith the ability for the incumbent to discuss a long-term hybrid telework schedule contingent upon the needs of the department.

The Department: TheReal Property Division of the General Services Department provides professional real property services to other County Departments governmental agencies and other outside entities. The Real Property office coordinates and prepares real property transactions of land acquisition and disposition property management and engineering or appraisal as they relate to buying selling and leasing real property or property rights for public use.

THE POSITION
Under general direction leads the real property division manages and coordinates real estate documentation and applies practices and principles of real property law land acquisition and disposition property management engineering or appraisal as they relate to buying selling and leasing real property or property rights for public use. This includes various Public Works and Flood Control District real estate transactions such as acquisitions condemnation suits grants quitclaim of fee and easements.

TheIdeal Candidatewill possess:
  • Possession of a valid International Right of Way Association (IRWA) senior designation is strongly preferred
  • Bachelors degree from an accredited college of university in business administration public administration real estate law dispute resolution or another closely-related field
  • Experience executing Public Agency real estate transactions
  • Experience negotiating complex agreements leases franchises and licenses with utilities private sector interests federal state and local government agencies in a Public Agency
  • Experience with Public Works and Flood Control District acquisitions condemnation suits grants quitclaims of fee easement grants and other actions
  • Professional experience in negotiating leases or acquisitions and disposition of property for a public agency including Public Works transactions
  • Professional experience in evaluating and interpreting written contracts for real estate or related transactions for a public agency
  • Supervisory experience managing real property agents and other staff
  • Experience in planning organizing and directing the work of real property agents and clerical staff including selecting training and evaluating performance
  • Experience preparing and administering budgets and monitoring expenditures and developing and implementing recurring performance measures
  • Experience in developing administrative policies and procedures
  • Experience utilizing a computerized property acquisition and management system
  • Excellent written and verbal communication skills and the ability to convey information in a clear concise organized and relevant manner to help others understand objectives and priorities
  • Ability to coach mentor and develop staff including empowering employees to take responsibility for their jobs and goals as well as being able to foster a spirit of teamwork and unity among team members
  • Skill to delegate responsibility accept accountability and provide regular feedback
  • Demonstrated ability to develop and maintain sound working relationships with diverse groups and personalities
  • Great customer service skills and experience working with the general public

Examples of Duties

  1. Plans organizes and directs the work of real property agents and clerical staff assigned to the division; selects trains and evaluates the performance of staff.
  2. Administers the division budget and monitors expenditures.
  3. Manages team performing public agency real estate transactions.
  4. Examines and interprets information contained in legal descriptions engineering plans property maps and preliminary title reports for the purpose of buying selling or leasing real property or property rights for public use.
  5. Manages Public Works projects including condemnation suits grants quitclaims of fee easement grants and other actions.
  6. Reviews appraisals to ensure that they include accurate assumptions and are based on appropriate principles.
  7. Researches property title minimum value rental studies court cases property rights and other public and quasi-public records related to real estate transactions.
  8. Prepares interprets and negotiates deeds easements concession agreements leases licenses franchise agreements temporary entry permits and purchase and sale contracts to be used in the acquisition and disposition of real property or property rights.
  9. Analyzes financial impact and cost-effectiveness of facilities leased/rented by the County and County properties leased/rented by others; evaluates need for disposal of any excess properties.
  10. Meets and confers with the public elected officials and appointed boards and commissions to present the Countys proposals and answer questions related to real estate transactions.
  11. Advises and recommends actions on real property matters to County leadership and Board of Supervisors.
  12. Coordinates work on real property matters with other County departments government agencies and the general public to ensure conformance with policies and regulations and to make sure projects are completed on time.
  13. Confers with County Counsel on eminent domain actions related to condemnation proceedings.
  14. Maintains records and prepares letters reports and general correspondence.
  15. Manages a team of Real Property Agents and other support staff.

Employment Standards

The knowledge skills and abilities listed below may be acquired through various types of training education and experience. A typical way to acquire the required knowledge and abilities would be:

Possession of a bachelors degree from an accredited four-year college or university in Business/Public Administration Real Estate Economics Planning Engineering or closely related field; ANDSeven (7) years of increasingly responsible professional experience in private or public appraisal leasing engineering (as it relates to reading and interpreting drawings plans property maps and preliminary title reports) real property law or acquisition or disposal of real property or for property rights for public purposes (i.e. in a public agency special district public or quasi-public utility company) that includes three (3) years of supervisor or manager experience.

Licenses and Certificates
For specific positions possession and maintenance of a valid California drivers license and the ability to meet automobile insurability requirements of the County or the ability to provide suitable transportation needs as a condition of continued employment.

Ability to:
  • Effectively administer real estate management programs and activities.
  • Manage the operations of real estate services and programs related to: the preparation negotiation execution and documentation of real estate transactions; leasing and licensing property management; lease and market valuation studies; rent surveys and appraisal reviews; real estate portfolio database management; strategic planning for occupancy needs; and/or the identification of unsecured values on behalf of the County Assessor.
  • Oversee the administration and negotiation of contracts.
  • Oversee the preparation of original real estate instruments reports content documents and presentations.
  • Manage assigned operations/programs and ensure ongoing compliance with strategic objectives and performance measures.
  • Develop and implement policies and procedures.
  • Manage and evaluate assigned staff including training coaching participating in developing goals and strategic objectives coordinating deadlines prioritizing work demands and assigning and monitoring work.
  • Analyze and evaluate operational programs projects and procedures.
  • Plan organize coordinate and supervise changes and improvements in public agency projects and studies.
  • Manage budgets contracts grants and resource allocation.
  • Interpret monitor and report financial information and statistics.
  • Oversee the implementation of and adherence to quality assurance activities and standards.
  • Research recommend and implement industry trends solutions and best practices.
  • Resolve complex problems within the area of assignment.
  • Prepare and oversee the preparation of reports grant proposals documents and presentations.
  • Create and provide informative presentations to stakeholders elected officials County leadership and the public.
  • Collaborate with program stakeholders elected and appointed boards the public and internal leadership.
  • Interpret and apply applicable laws codes regulations and standards.
  • Communicate effectively clearly and concisely.
  • Establish and maintain effective working relationships with a diverse range of individuals including but not limited to coworkers subordinate staff supervisors other managers professional agencies and the general public.
