Temporary Part-Time Analyst Planning Practice

Our Mission

The Lincoln Institute of Land Policy seeks to improve quality of life through the effective use taxation and stewardship of land. A nonprofit private operating foundation whose origins date to 1946 the Lincoln Institute researches and recommends creative approaches to land as a solution to economic social and environmental challenges. Through education training publications and events we integrate theory and practice to inform public policy decisions worldwide. Team Overview:

The Planning Practice and Scenario Planning team at the Lincoln Institute of Land Policy works to advance innovative planning practices that help communities and decision-makers navigate uncertainty. Our work emphasizes building capacity through research education and implementation support ensuring that planning approaches are inclusive resilient and forward-thinking.

Position Overview:

The Lincoln Institute is seeking a Policy Analyst to support and help lead the expansion of scenario planning initiatives in Latin America and other strategic regions. This position will focus on developing curriculum and trainings supporting network management producing materials in Spanish and Portuguese managing project workflows and collaborating across the Institute to implement new projects. You will work closely with internal teams and external consultants to drive project goals forward ensuring projects are delivered on time and to a high standard.

This position is a part-time position for around 18.5 hours each week. This position is not benefit-eligible and has an anticipated end date of May 1 2027.

What You Will Do

  • Help the expansion of scenario planning initiatives into Latin America through strategic program planning and implementation.
  • Develop curriculum and training materials tailored for diverse audiences including content in Spanish and Portuguese.
  • Coordinate with internal teams and external consultants to align project goals and deliverables.
  • Lead and manage specific project components setting milestones managing deadlines and ensuring timely completion.
  • Conduct research on best practices in scenario planning land use and regional planning in the Americas.
  • Draft new publications case studies and educational resources to aid knowledge dissemination.
  • Assist in building and managing networks of scenario planning practitioners and organizations across Latin America.
  • Represent the Institute at meetings trainings and workshops and present research and project updates.
  • Prepare regular updates and reports on project status challenges and outcomes for internal and external audiences.
  • Shareknowledgeacross teams and contribute to Institute-wide

Qualifications

What You Will Need

  • 3-5 years of experience in policy analysis project management planning or related fields.
  • Bachelors degree in urban planning public policy or a related field; Masters degree a plus.
  • Spanish andPortuguese language proficiency preferred.
  • Strong project management skills including experience with setting timelines tracking deliverables and coordinating with multiple stakeholders.
  • Strong writing research and communication skills.
  • Strong organizational skills and ability to manage multiple projects simultaneously with attention to detail.
  • Demonstrated ability to work both independently and collaboratively across diverse teams.
  • Interest in land policy scenario planning and supporting capacity building in Latin America.
