Job Description

Position Summary
The Environmental Compliance Officer oversees incorporation and implementation of local State and Federal guidelines and regulations related to the Universitys petroleum storage tank program including the Spill Prevention Control and Countermeasures Plans ( SPCC ) the underground storage tank ( UST ) and aboveground storage tank ( AST ) programs and associated training/inspection programs. Manages the University Title V air permitting program. Manages a variety of broad reaching EHS remediation programs from the design stage to project completion for source removal and groundwater containment/cleanup at University sites; develops objectives and corrective action plans; manages consultants; some budget responsibilities; professional authority/accountability to manage programs. Interprets regulations for major remediation projects for internal and external stakeholders including the media. Prepares and submits State and Federal regulatory reports to comply with EPCRA (tier II and TRI ) requirements. The employee in this position is a member of the EHS Emergency Response/HazMat Team. This responsibility involves assessment of incidents involving physical agents radiation sources hazardous chemicals biological and infectious agents. This requires on-call responsibilities throughout the standard eight-hour workday (8 a.m.-5 p.m.). Formal First Responder Training and medical surveillance is required by the OSHA Hazwoper standard. Industrial hygiene and radiological instruments are used for detection and cleanup of spills depending on the nature of the incident. Investigation interaction and consultation with university staff faculty and students is required to appropriately assess an incident proceed with facility recovery and further preventive action.

Required Qualifications Competencies And Experience
Must possess a valid North Carolina drivers license and an acceptable driving record. Knowledge Ability to apply full knowledge and understanding of EHS State and federal rules and regulations; knowledge of local policies and regulations and accreditations and consensus requirements such as OSHA NC Workers Compensation Act Joint Commission Dept. of Transportation etc.; knowledge of applicable equipment. Program Monitoring and Administration Ability to inspect/assess monitor investigate and/or recommend corrective action. Ability to conduct trends analysis. Ability to document compliance with standards. Ability to perform technical work program design and implementation. Accountability for outcomes of EHS issues. Training and Education Ability to serve as Subject Matter Expert in developing updating and implementing training programs. Ability to assess develop design implement and provide consulting services to management on safety topics. Safety and Health Compliance Ability to analyze applicable policies and procedures and manages compliance with EHS measures and guidelines. Communication Ability to interpret and communicate information to individuals or groups. Ability to deliver presentations suited to the characteristics and needs of the audience. Ability to clearly and concisely convey written information orally or in writing to individuals or groups to ensure that they understand the information and the message. Ability to listen and respond appropriately to others. Ability to communicate major investigation and actions internal and external to the organization. This position requires occasional night and weekend work assignments as emergencies occur.

Preferred Qualifications Competencies And Experience
University policy gives preference in hiring persons who are Licensed Geologists (LG.) or Professional Engineers (P.E.) Five to seven years of progressive environmental regulatory compliance experience in the interpretation application and management of compliance obligations associated with University functions affecting compliance with air waste water ground water quality and/or other programs including EPH One Plan USTs Title V SPCC TSCA (asbestos PCBs) FIFRA (pesticides) and EPCRA (Tier II and TRI reporting). Position will have working knowledge of OSHA HAZWOPER regulatory compliance obligations.
