The Position




This is a continuous filing exam. Next filing cut-offs are at 5:00 pm on:

Under limited supervision the Assessment Technician performs a variety of para-professional and specialized technical duties related to property tax assessment including assisting Assessors staff with routine and standardized field and office functions.

Examples of Knowledge and Abilities

Knowledge of

  • Operating details and procedures of the Assessors Office
  • Sacramento County and various departmental policies procedures and functions
  • Provisions of the Revenue and Taxation Code Property Tax Rules California State Board of Equalization regulations California and federal laws and other rules governing property for assessment purposes and/or appraisal status determination
  • Techniques and resources used to obtain indicators of value for the assessment and enrollment of various properties such as boats general aviation aircraft and business equipment/fixtures
  • Practices and procedures used to determine exemptions and property transfers and research and respond to appeals
  • Procedures legal instruments and terminology used in the various phases of appraising and assessing property; preparing assessment and supplemental assessment rolls; preparing property descriptions; conveying transferring and recording property title; and processing and maintaining records
  • Procedures and techniques used to search assessment records conduct title searches and gain information from others
  • Laws rules and regulations pertaining to institutional tax exemptions
  • Records management practices and procedures including indexing and cross-referencing
  • Bookkeeping principles and mathematics including fractions and interest
  • Principles and practices of English usage and grammar and memo letter and report preparation
  • Methods and records used in computer-assisted appraisal programs and data processing applications
  • Modern office procedures practices and systems including operating standard office equipment
  • Customer service techniques for dealing with customers often in difficult or confrontational situations
Ability to
  • Analyze interpret apply and explain complex rules regulations codes laws and ordinances
  • Locate research and interpret a variety of detailed records and information related to property valuation and tax assessment purposes
  • Read and understand property maps; title documents; property descriptions and related documents; floor plans from blueprints; metes-and-boundaries from legal descriptions; and mapping symbols and plotting lines
  • Collect summarize and evaluate factors relating to appraisals business property acquisitions exemptions and appeals and respond accurately and impartially
  • Read English at a level necessary to research and understand legal technical and/or complex guidelines documents records and reports
  • Write English at a level to independently produce clear concise and effective reports narratives and summaries
  • Perform complex arithmetic calculations; compute ratios and percentages; calculate square footage of property and land improvements
  • Read and interpret simple blueprints sketches legal property descriptions market guides and consumer reports
  • Learn the principles and techniques of physical inspection and appraisal for real and personal property
  • Respond effectively and tactfully to hostility confusion or concern expressed by property owners attorneys accountants and other parties
  • Train and cross-train staff in technical or functional expertise
  • Recognize problems discrepancies and incomplete data and determine appropriate actions to research and obtain the necessary information
  • Prioritize work coordinate activities and meet critical deadlines
  • Use a County-approved means of transportation to perform field work required for some assignments
  • Understand and follow basic oral and written instructions
  • May give instructions and assign work to staff

Employment Qualifications

Minimum Qualifications

Either: Two years of full-time experience within Sacramento County service performing a wide range of technical specialized and clerical duties associated with property transfer appraisal title work property tax assessment or property tax collection.

Or: Two years of full-time appraisal support and technical experience related to property tax assessment property tax collection or title work in California.

Or:Completion of 60 semester (90 quarter) units from an accredited college or university of which 18 semester (27 quarter) units must be in accounting business economics marketing real estate or other fields directly related to the intent of this class.

Note: If the word experience is referenced in the minimum qualifications it means full-time paid experience unless the minimum qualification states that volunteer experience is acceptable. Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements.

GENERAL QUALIFICATIONS

License Requirement:
A valid Drivers License Class C or higher is required at the time of appointment. Failure to maintain the appropriate California Drivers License may constitute cause for personnel action in accordance with Civil Service Rule 11.4 or applicable bargaining agreement. Individuals who do not meet this requirement due to disability will be reviewed on a case-by-case basis.

Physical Requirements:
Incumbents may be required to stoop kneel and inspect buildings and other structures; climb fences stairs and ladders; maneuver on rough uneven terrain and muddy fields; distinguish measurements as small as 1/20th of an inch.

Probationary Period

The probationary period for this classification is six (6)months.

FORMULA RATE EXAMINATION (Weighted 100%)

All candidates meeting the minimum qualifications by the cut-off date will have their Supplemental Questionnaire scored in the Formula Rate Examination.

This examination will evaluate the relevance level recency progression and quality of candidates education training and experience. The candidates application or other materials will not be included in this examination. Therefore the candidates responses to the supplemental questionnaire should be thorough detailed and complete. The score from the Formula Rate Examination will determine the ranking on the eligible/employment list for this job.

All candidates competing in the testing process will receive written notice of their examination results by email. Notices can also be accessed in their inbox. Applicants achieving a passing score will be placed on the eligible list in rank order. The rank is determined by the test score attained from the examination.
