The Office of Program and Contract Evaluation is an entity established to oversee the DOPs programs and development systems. Its overall mission is to ensure that DOP clients in Adult and Juvenile operations have access to meaningful job training education and employment resources. With a diverse range of programs the office works to enhance its data infrastructure to make informed decisions and communicate the value of its programs. Working closely with team members and leadership from across the agency the Program Evaluation Specialist will play a critical role in expanding the capacity in database management community needs assessment and change management.
Under the supervision of the Senior Director of Program and Contract Evaluation the areas of responsibilities will include but are not limited to:
-Coordinate and manage evaluation activities across various programs analyzing data and developing metrics using both qualitative and quantitative methods.
-Prepare detailed evaluation reports presenting findings to Senior Director and executive staff with the ability to facilitate discussions on how to implement recommendations.
-Maintain documentation related to program evaluation planning tasks and decisions; share materials across programs as needed.
-Assist with development of tools and methods to conduct evaluations forms and surveys.
-Work with program evaluators to address technical (e.g. data collection technology) and adaptive (e.g. evaluation partner protocol development) issues.
-Work closely with DOPs Program Managers and staff to ensure evaluations align with organizational goals and objectives.
-Identify strengths and weaknesses of programs providing recommendations for improvement based on evidence and best practices.
-Communicate with external program providers while quickly building rapport and trust.
-Enter track and analyze program data and actively participate in developing a continuous quality assurance/improvement.
-Ability to travel citywide which may occur on the weekends.
-Implement a rigorous outreach and admissions process for all programs ensuring recruitment enrollment targets and benchmarks are achieved.
-Assist with projects and team planning activities as requested by Senior Director; actively participating and contributing to team meetings.
-Rate key indicators of probation practice based on standards and records in an on-line tool.
-Identify discuss and write concern alerts for unaddressed issues identified during the case review.
-Participate in workgroups to develop and refine review instruments as needed to better assess quality practice and effectiveness of service delivery.
-Perform data entry to maintain up-to-date information in systems of record.
-Collaborate and strengthen partnerships with a variety of community representatives and stakeholders to promote knowledge of DOP and encourage referrals to DOP.
-Perform administrative functions including timely documentation and data entry as assigned.

Qualifications :
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least one year of experience as described in 1 above.
