Job Description

Special Project: Hetch Hetchy 10-year Capital Improvement Program

The Project Manager II (PM-II) is responsible for managing and administering the following three projects as part of the Hetch Hetchy 10-year Capital Improvement Program.

  • Canyon Tunnel-Hetchy Adit Rehabilitation
  • Mocassin Wastewater Treatment Plant
  • Mocassin Penstock

This is a full-time position either based in Moccasin CA or San Francisco Public Utilities Commission headquarters at 525 Golden Gate Avenue but all the PM-2 project assignments are in the Hetch Hetchy region.  If the candidate selects his/her primary office to be the SFPUC headquarters the candidate is required to commute at least 1 day per week to the HCIP site office located in Moccasin California and/or periodically visit as needed to remote project jobsites.

Some of these meetings can be attended remotely via video teleconference but some meetings may require the candidate to be on site.  The PM-II will be expected to promote good relationships with other City staff consultants and contractors by attending most of the meetings with face-to-face interaction.

If the candidate selects his/her primary office in Moccasin then the position requires periodic commutes during the week or month to the San Francisco Public Utilities Commission headquarters at 525 Golden Gate Avenue for important meetings as needed with senior City staff or other consultant or stakeholder staff.

Limited living accommodations may be available in the Moccasin cottages or the bunkhouses at Moccasin or Early Intake for overnight reservation for multi-day project commitments in the Moccasin or Hetch Hetchy region on a first come first served basis.  

Under general administrative direction of the Water Enterprise Capital Improvement Program Director Project Management Bureau Manager and the Hetchy Capital Improvement Program (HCIP) Regional Project Manager or Senior Project Manager the PM-II will be the lead or co-lead in implementing the above three technical and complex capital improvement projects.  The combined budget for planning design and construction of these projects is approximately $376.7M.

Essential Functions:

The Project Manager will be responsible for overseeing the project schedule ensuring smooth progression through key phases: planning environmental design permits and right of way acquisition (if required) contracting construction and closeout.  During planning Hetch Hetchy Water and Power defines the projects overall performance requirements which are explored through evaluated design alternatives.  The Project Manager collaborates with project team members and internal stakeholders to refine the project scope before advancing to subsequent phases.

The tasks involved in the projects are as follows:

  • Project Management: Manage project budget schedule and scope.
  • Needs Definition Condition Assessment. Alternatives Identification: Define the project needs assess the conditions of all existing pertinent facilities and identify feasible alternatives to address project needs. Furthermore prepare Conceptual Engineering Report at a 10% design level for the recommended alternative. Some of the projects have advanced further than this task and so this work will not always be required.
  • Environmental Review: Conduct environmental studies evaluate project alternatives and if necessary prepare draft and final Environmental Impact Report (EIR) and Environmental Impact Statements (EIS) for circulation and public hearings. Pursue negative declaration or categorical exemption if feasible.
  • Engineering Design: Develop 35% 65% and 95% design documents and cost estimates as required for the design; 100% construction documents (plans and specifications) for the project for bidding or contractor procurement.
  • Bid and Contracting Support: Advertise the construction contract evaluate bids seek SFPUC Commission approval to award the contract and issue Notice-to-Proceed.
  • Construction Management Support: Provide oversight inspections and coordination of construction activities performed by the contractor.
  • Operational Start-Up and Close-Out:   Provide support transitioning the newly constructed facilities from construction completion to active operations.  This involves activities such as system testing staff training and process validation to ensure that all components function correctly and meet performance requirements and close-out of the project.
  • Class 5504 performs other related duties as required.

Qualifications :

Minimum Qualifications:

  • Bachelors Degree in architecture engineering or planning plus four (4) years of responsible architectural engineering or construction management experience OR
  • A Bachelors Degree in another field plus six (6) years of responsible experience in a field directly related to the project OR
  • Eight (8) years of architectural engineering or construction management experience in a field directly related to the project OR
  • Possession of a valid California registration as professional engineer or architect. AND
  • Two additional years of project coordination experience

One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications:

  • The ideal candidate should have a minimum of eight (8) years of verifiable infrastructure related experience in all phases of the project planning environmental review right-of-way acquisition design construction and closeout using project management processes and have worked either as a project lead (Project Manager Project Engineer Resident Engineer or Construction Manager) in a major construction project. 
  • Knowledgeable with initiating managing and controlling a project using project control tools or working with project controls staff. 
  • Familiarity with utility/public sector organization protocols and procedures is preferred.
  • To prove a proficiency in project management skills a candidate with PMP certification from the Project Management Institute is desired.
