Job Description

Director of Multilingual Programs

The Director of Multilingual Programs is responsible for developing implementing and overseeing programs and services that support the academic and linguistic development of emergent bilingual students and all students at toile. Through LPAC language programs and RTI this role involves working collaboratively with teachers administrators and families to ensure that students receive the necessary support to succeed academically and socially.

Key Responsibilities

Program Development and Implementation:

  • Design and implement programs and services to support emergent bilingual students in grades K-8.
  • Develop and maintain curriculum materials and resources tailored to the needs of emergent bilingual students.
  • Coordinate and oversee the delivery of instructional services including English as a Second Language (ESL) and Bilingual Education programs.
  • Stay informed of current research on best practices and program models to support EB students; lift up key findings to inform academic strategy.

Staff Support and Development:

  • Provide training and professional development for teachers and staff on best practices for supporting emergent bilingual students.
  • Serve as a resource for teachers administrators and support staff regarding instructional strategies assessment methods and classroom management techniques for emergent bilingual students.
  • Organize and lead an EB working group bringing together teachers interventionists and school leaders to generate creative solutions to improve students language proficiency and academic outcomes.
  • Lead professional development on Content-Based Language Instruction. Engage in live coaching and coaching cycles with teachers and leaders.

LPAC and Student Assessment:

  • Lead the Language Proficiency Assessment Committee (LPAC) at each campus.
  • Assist the District and Campus Testing Coordinators with planning and execution of TELPAS testing.
  • Train and assist teachers and campus-based leaders with implementation of testing accommodations informed by best practices and state requirements.
  • Oversee the assessment of emergent bilingual students language proficiency and academic progress.
  • Use data to inform instruction and program development and to monitor student progress.
  • Coordinate the development and implementation of individualized learning plans for emergent bilingual students as needed.
  • Make recommendations for future staffing based on enrollment and student need.

Family and Community Engagement

  • Engage families and communities in supporting the education of emergent bilingual students.
  • Provide resources and information to families about the schools programs and services.
  • Organize and conduct workshops meetings and events to inform and involve parents and guardians.

Compliance and Reporting

  • Ensure compliance with federal state and local regulations regarding the education of emergent bilingual students.
  • Assist the PEIMS Coordinator with verifying accuracy of reports on student placement and progress as required by the state.
  • Stay current with changes in laws and regulations affecting emergent bilingual education and ensure that the schools programs and practices are up-to-date.

Collaboration and Advocacy

  • Collaborate with other departments and community organizations to support emergent bilingual students.
  • Advocate for the needs and rights of emergent bilingual students within the school and the broader community.
  • Participate in district and community meetings related to emergent bilingual education.

Response to Intervention (RTI)

  • Lead efforts to transition to a full Multi-Tiered System of Support model within 2-3 years.
  • Lead the implementation and monitoring of the RTI framework ensuring fidelity across all tiers of academic and behavioral support.
  • Collaborate with teachers administrators and blended learning leads to analyze student data and design appropriate intervention plans.
  • Facilitate RTI team meetings track student progress and maintain documentation in compliance with district and state guidelines.
  • Provide professional development and coaching to staff on evidence-based intervention strategies and data-driven decision-making.
  • Coordinate the selection use and evaluation of assessment tools to identify students in need of support and monitor growth over time.

Modeling Effective Instruction

  • At toile all leaders are expected to model effective instructional practices. Our instructional leaders regularly step in to teach model lessons offer small group instruction act as a substitute teacher and model effective instruction while leading professional development.

Goals & Expectations

  • At least 50% of EB students grow one level on TELPAS Composite or maintain at Advanced High
  • At least 71% of EB students meet their STAAR growth targets
  • At least 65% of EB students meet or exceed their growth goals on MAP
  • 95% of teachers name they received training and support for EB students

Qualifications & Requirements

  • Bachelors degree or higher required; Masters degree or higher preferred
  • A minimum of four years teaching experience in an urban public school or charter school setting preferred but not required
  • Measurable evidence of driving student achievement gains as an instructional leader
  • Willingness to spend extra time with students that have not demonstrated mastery on standards
  • Valid Texas Teaching Licensure required
  • Dual certification in ESL or Bilingual Education preferred
  • LPAC and/or testing coordinator experience preferred
  • A commitment to working with underserved urban youth
  • Excellent communication and interpersonal skills and the ability to establish and maintain effective and collaborative working relationships with a diverse staff
  • Open to feedback desire to continue development as a professional and willingness to take responsibility for student outcomes and achievement

  • Bilingual preferred (English/Spanish or English/Pashto)
