Oversee operations for Adult Clinical Services and staff to ensure that clinical program operations meet the needs of individuals served and the agency.
Ensure the compliance and successful execution of all service line requirements as outlined by CCBHC standards provider contracts and the Michigan Department of Health and Human Services (MDHHS) Medical Manual.
Develop and implement programs policies and procedures necessary to meet CCBHC service standards and requirements ensuring that they address needs identified in the Community Needs Assessment.
Responsible for the development and implementation of comprehensive clinical program operation strategies.
Develop recommend and execute business plans new processes service delivery models and systems to improve clinical program operations.
Drive staff performance through the development of direct service productivity and quality standards as well as key performance standards for assigned clinical areas.
Serve as a collaborative partner with department and agency leadership to develop program operation plans that meet agency needs.
Develop and leverage effective relationships within the agency and external partners to achieve program operation and agency objectives.
Develop implement analyze and report data related to productivity and performance measures for monitoring as it relates to clinical outcomes financial impact satisfaction quality of life and utilization.
Develop tools to routinely monitor and measure program outcomes and develop required improvement plans to meet performance expectations.
Oversee providers of sub-contracted services as applicable.
Participate in applicable grant and audit processes.
Provide administrative coverage to the department leadership team and other department staff as assigned.
Maintains knowledge of trends best practices and regulatory changes and applies this knowledge to formulate recommendations for changes in policy and practice.
Maintain compliance with quality care initiatives including Meaningful Use (MU) Medicare Merit Based Incentive Payment System (MIPS) Commission on Accreditation of Rehabilitation Facilities (CARF) and Certified Community Behavioral Health Clinic (CCBHC) requirements.
Ensure that the CNS Healthcare standards of service are applied to interactions with individuals served guests and staff.
Assume responsibility for professional growth by current reading and attendance at educational programs and conferences.
Explore grant opportunities evaluate feasibility and make recommendations to CCO of Adult Services as they arise.
Act as liaison for Adult Clinical Services to payor sources community outreach organizations community stakeholders etc. and ensure regular and continuous participation in meetings coalitions work groups etc. that benefit CNS Healthcare.
Serve as marketing representative in public and private market settings of CNS adult services
Acts as alternate for Chief Clinical Officer of Adult Services to PIHPs and MDHHS.
Maintain knowledge and compliance with established policies and procedures corporate compliance program code of ethics applicable federal state and local laws and regulations HIPAA standards and other regulatory programs.
Perform other related duties as assigned.

Supervisory Responsibilities:

  1. Provide consistent recorded individual and/or group supervision at least monthly.
  2. Organize and oversee the day-to-day operations of the assigned clinical departments to ensure appropriate coverage of responsibilities.
  3. Educate administer and ensure team compliance with CNS Healthcare policies and procedures.
  4. Cultivate maintain and enhance team department and interdepartmental relationships to promote collaboration teamwork and a positive working environment.
  5. Recommend plans/changes in staffing levels to CCO of Adult Services in alignment with program activity and goals.
  6. Serve as a conduit of communication between direct reports department leadership and agency leadership.
  7. Build a strong team by attracting selecting onboarding and developing direct reports to retain high-performance team members and empower them to elevate their level of responsibility span of control and performance.
  8. Serve as a role model mentor and coach in providing ongoing and consistent individual supervision that is focused on meeting individual productivity and performance goals as well as departmental goals objectives and project deadlines.
  9. Manage employee performance including any verbal/written warnings and conducting employee evaluations to provide examples of behavior ways for employees to improve performance and development of goals for the coming year.
  10. Lead assigned team in quality improvement initiatives and compliance with all quality improvement initiatives and standards to promote quality achievement across the organization.
  11. Responsible for managing work schedules time and attendance paid time off and mileage for assigned staff in a timely manner.

Qualifications

Required

  1. Masters Degree in Social Work Counseling Psychology Marriage and Family Therapy OR Masters in Business Administration ( MBA) with clinical or human services BA
  2. State licensure: Licensed Masters Social Worker (LMSW) Licensed Professional Counselor (LPC) Licensed Marriage and Family Therapist (LMFT) Limited-Licensed Psychologist (LLP) OR Licensed Psychologist (LP) if applicable
  3. At least 5 years of experience in a leadership role (at least at the Manager-level) overseeing mental/behavioral health staff in a clinical program
  4. At least 5 years of experience providing clinical services in a mental/behavioral healthcare setting
  5. Proficient with computers Microsoft office products (including Outlook Word and Excel) and electronic health records (EHRs)
  6. Ability to demonstrate leadership and supervise others with an emphasis on team building organizing programs/service lines and staff development
  7. Ability to work closely with persons with mental or physical limitations
  8. Ability to communicate effectively work collaboratively and build positive working relationships
  9. Ability to use discretion and judgment when handling matters of a sensitive or confidential nature
  10. Ability to contribute to an inclusive environment that recognizes the value and contributions of all persons regardless of race ethnicity national origin gender religion age marital status sexual orientation gender identity or disability.

Preferred

  1. Prior leadership experience at the Director-level
  2. Experience is crisis services delivery models and SUD service delivery
  3. Possess MCBAP SUD credentials (CADC CAADC and/or CCS)
  4. Prior experience in a CCBHC environment overseeing CCBHC program delivery
  5. Experience in overseeing and managing clinical projects and implementations
  6. Experience in the community mental health setting
  7. Knowledge and experience with clinical service billing

Additional Eligibility Requirements:

  1. Valid and unrestricted Drivers License
  2. Transportation or Automobile accessibility with current automobile/vehicle insurance meeting agency policy requirements

Travel:

This position may require occasional travel during the workday to other locations. Because of multiple sites with the department it is common to drive to several locations sometimes in inclement weather. Travel off-site as needed for various programming opportunities including meetings conferences activities and events.

Work Environment:

This position operates in a professional office environment. This role routinely uses standard office equipment such as laptop computers desk phones smartphones photocopiers printers fax machines and filing cabinets. Attend and conduct meetings in-person in the office or the community virtually through video (audiovisual) and by phone (voice only) as required.
