JOB PURPOSE:

The Early Head Start Home-Based Supervisor directly supervises the Early Head Start Parent Educators. This position oversees the day-to-day operations of the program ensuring that PACE is providing high quality Early Childhood Development services and that it follows Head Start Performance Standards the Head Start Act California Care Licensing regulations Los Angeles County Office of Education contract and other related laws and ordinances. The Early Head Start Home-Based Supervisor coaches mentors supervises and supports the professional development of Early Head Start Parent Educators. This person is also responsible for: ongoing monitoring of home-visits socializations; and file reviews; the implementation of curriculum; using child outcomes to improve teaching strategies; and ensuring integration of all service areas into the Education component including other service areas Family and Community Engagement Health and Nutrition.

POSITION RESPONSIBILITIES:

  • Hires trains and supervises Early Head Start Parent Educators and provides ongoing support to help build competencies across all service areas.
  • Provides ongoing individual and group case management support weekly and/or monthly based on individualized needs including reflective supervision practice. Maintains individual file for staff to document individual progress needs and supports across all service areas.
  • Develops and delivers program orientations and ongoing in-service training programs for staff.
  • Provides ongoing training and technical assistance to EHS Parent Educators including but not limited to: Parent As Teachers (PAT) curriculum ASQ:3/ASQ-SE DRDP (Desired Results Developmental Profile) assessment lesson planning ongoing monitoring family assessments and Individual Family Partnership Agreements. Ensures the Parent Educators implement the education service area plan and EHS School Readiness Plan as outlined.
  • Monitors and evaluates education services component and home-visit and socialization activities to ensure compliance to Head Start performance standards and other Federal State and local regulations through the ongoing use of monitoring tools Child Plus Reports and Program Effectiveness Reports.
  • Conducts ongoing annual monitoring of Home Visits and Socializations; Educational and FCE (Family and Community Engagement) file review via ChildPlus as required by the Grantee.
  • Monitors ChildPlus reports monthly to ensure timelines are met for all service areas Education FCE Health and Nutrition requirements.
  • Oversees and monitors to ensure Parent Educators inputs Education and Family Service data accurately into Child Plus as required by the Grantee.
  • Supports monitors and ensures the achievement of monthly attendance recruitment and enrollment goals.
  • Establishes effective lines of communication between Early Head Start Parent Educators and the other PACE ECE Service Areas.
  • Monitors performance in all service areas to ensure work is completed accurately and submitted timely in accordance with agency standards. Helps staff manage multiple timelines and priorities through direct supervision and technical support.
  • Ensures accountability. Supports staff with additional training to ensure work is completed accurately within required timelines. If staff is unable to meet agency standards in any one or multiple service areas a progressive disciplinary action is completed timely to ensure a Performance Improvement Plan is developed to help staff meet agency requirements in job performance.
  • Monitors staffs attendance and schedule to ensure that staff completes home visits and submits all required reports accurately and timely.
  • Conducts annual personnel evaluations for EHS Parent Educators including goal setting performance monitoring and appraisal.
  • Develops tracks and follows-up on Professional Development Plans.
  • Conducts new staff orientations and monitors training and staff development to complete a personnel evaluation within 90 days of employment.
  • Reviews and approves staff timesheets ensures timesheets are completed accurately and timely.
  • Supports in the development or procurement of ongiong community partneship agreements (CPA).
  • Assists in accomplishing the programs non-federal share goals through the access of community resources.
  • Recommends purchases of instructional materials and teaching aids for the Early Head Start program.
  • Other duties as assigned in order to maintain a quality home based program.

QUALIFICATIONS (KNOWLEDGE SKILLS AND EXPERIENCE):

  • Education and Work Experience
    • Bachelors degree in early childhood education (or other field plus equivalent coursework and experience related to early childhood education).
    • Six (6) semester units with a focus on Infant and Toddler development
    • Six (6) semester units of coursework in administration and supervision of child development programs or equivalent work experience
    • California Child Development Site Supervisor Permit or higher
    • Two years of experience as a Site Supervisor in a child development program.
  • Knowledge and Skills
    • Demonstrated ability and experience to plan organize and control substantial resources.
    • Demonstrated ability and experience in organizational development and team building.
    • Excellent written and verbal communication skills as well as presentation and public speaking skills.
    • Proficiency in Microsoft Word Excel and Power Point and Internet and E-mail to conduct research and communications is required.
    • Exceptional organizational and administrative skills.
    • Ability to think strategically plan set goals objectives and then organize and follow through to meet desired outcome(s).
    • Ability to maintain a professional open communicative and friendly demeanor with all staff and participate effectively as a member of PACES educational leadership team.
    • Ability to manage review analyze and resolve issues with staff and work timelines to bring to compliance and/or follow through on disciplinary actions in a timely manner.
    • Creativity vision charisma strong presence responsiveness honesty drive and initiative are all traits that will be highly valued.
    • In addition to strong strategic planning skills the successful candidate must be an effective results-driven supervisor that demonstrates leadership qualities that motivate inspire and respectfully supports their team and the individual qualities of every staff he/she leads.

SPECIAL CONDITIONS:

  • Current Adult & Pediatric CPR/1St Aid Certificate
  • Valid California Drivers License and auto insurance coverage.
    • This job requires oversight of personnel who travel independently to the homes of participating families. Applicant may be required to do the same.
  • Must pass the following background checks prior to start of employment:
    • Sex Offender Registry
    • Child Abuse and Neglect State Registry
    • State or Tribal Criminal History Check including fingerprints
    • FBI Criminal History Check including fingerprints
  • Must have verification of T.B. clearance at time of employment to be renewed every four (4) years (every 4 years for chest x-rays).
  • Must pass health screening (LIC 503) at time of employment health screening is accepted within one year prior to hire to be renewed every four (4) years.
  • Provide proof of the following immunizations as required: Measles Pertussis (Whooping Cough) Influenza and COVID-19.
  • Must complete 15 clock hours of professional development annually that builds the knowledge experience skills and abilities of staff to improve child family and staff outcomes. Of this a minimum of 50% of the 15 hours (or 7.5 hours) must be focused on the specific content area or job assignment. Must also complete an annual Professional Development Plan (PDP) to be reviewed 3 times during the year.

The working conditions and physical demands of this position will be those that must be met to successfully perform the essential duties of the position. The physical environment the incumbent will work in is typically an office environment with moderate noise levels that would be expected in that type of work environment.

  • Representative physical demands of the job include normal vision and hearing standing for extended periods sitting for extended periods kneeling and stooping manipulating objects with hands reaching overhead and occasionally lifting and carrying objects weighing up to 45 pounds.
