Job Description

Job Title: Accounting Technician (Accounts Payable)

Location: NCW Libraries Administration Office in Wenatchee WA

FLSA Status: Non-Exempt

Position Type: Hourly/Full Time

Wage: JG I: $24.53-$32.96 per hour

Bargaining Unit: Unit 1


Position Summary:

The Accounting Technician operates in alignment with NCW Libraries standards policies and applicable laws supporting the librarys mission of Connecting the people of North Central Washington to vital resources and opportunities that foster individual growth and strengthen communities. This position plays a key role in managing the librarys financial operations focusing on Accounts Payable (AP) Accounts Receivable (AR) and bank reconciliations. The Accounting Technician ensures accurate processing of invoices vendor coordination and timely payments while also monitoring collections and maintaining financial records. The role works closely with departments to gather documentation support supply procurement and ensure compliance with financial policies. Work is performed under the supervision of the Finance Manager contributing to the efficient financial management of the library system.

This position reports to and receives general direction from the Finance Manager and collaborates closely with the Director of Finance for task prioritization. Coordinates with other departments and external entities to gather necessary documentation and fulfill financial reporting requirements.

Essential Duties and Responsibilities:

The list below is intended to describe the general content of and major responsibilities for performance of the position and is not intended to be an exhaustive statement of job duties or requirements.

  • Accounts Payable (AP): Manages the accounts payable cycle including processing vendor invoices auditing invoices for accuracy identifying sales tax application confirming receipt of items/services verifying accurate coding reconciling statements and issuing weekly payments while ensuring compliance with financial policies.
  • Accounts Receivable (AR): Prepares and tracks invoices monitors overdue accounts using aging reports and communicates with customers to ensure timely collections and accurate payment recording.
  • Bank Reconciliation: Performs monthly bank reconciliations ensuring all transactions are properly recorded and discrepancies are resolved in coordination with the Finance Manager.
  • Financial Reporting: Compiles and prepares month-end trial balances for NCW Libraries funds ensuring accuracy and compliance with accounting standards. Files the monthly sales & use tax report with WA State DOR.
  • Vendor Relations: Maintains up-to-date vendor information reconciles invoices to statements and ensures all vendor-related documentation is accurate and accessible.
  • Procurement Support: Assists with purchase order processing expense coding and supply tracking ensuring timely and accurate procurement for departmental needs.
  • Deposit Management: Prepares deposit slips for branch funds maintains detailed deposit records and ensures compliance with financial procedures.
  • Document Filing: Organizes and maintains AP AR and financial documentation in both digital and physical formats for easy access and compliance with retention policies.
  • Patron Refunds: Processes refunds submitted by managers ensuring accurate and timely completion while maintaining detailed records for audit purposes.
  • Building Utility & Maintenance (BU&M) Agreements: Processes payments and collections related to agreements ensuring accurate records and adherence to financial procedures.
  • Expense Vouchers: Handles the review and processing of expense vouchers ensuring correct coding and prompt reimbursements.
  • Deposits: Manages weekly deposits for all branches and accounts receivable ensuring accurate tracking and reconciliation.
  • Team Support: Provides backup support for finance team members including assistance with reconciliations reporting and departmental operations.
  • Collaboration: Works with departments and external vendors to facilitate smooth operations resolve discrepancies and provide clear financial communication.
  • Other Duties: Performs other work duties as assigned.

Education & Experience:

  • Associates degree in Accounting Finance or a related field or equivalent work experience in an accounting role.
  • At least two years in accounts payable accounts receivable and bank reconciliation in a professional setting.
  • Strong familiarity with financial recordkeeping and accounting software. Experience with Koha or other library financial systems is beneficial.
  • Experience with Microsoft operating systems and products.

Knowledge Skills & Abilities:

  • Must be able to write routine reports.
  • Possess the ability to add subtract multiply and divide in all units of measure using whole numbers common fractions and decimals.
  • Must have working knowledge of invoice/payment paperwork spreadsheet software word processing and accounting software.
  • Must be able to collect and analyze data for various reports.
  • Ability to process appropriate forms in an accurate and timely manner.

Other Required Qualifications

  • WA State Drivers License with a clean driving record


Compensation and Benefits:

  • The pay grade for this position spans from $24.53-$32.96/hour divided into 11 steps. New employees typically start at step 1 of the pay range unless it is determined that previous experience and education warrant a higher starting wage. Employees demonstrating good performance can expect a 3% annual step increase on their anniversary date as adopted in the annual budget.

Work Environment & Physical Demands:

  • Normally seated standing or walking at will.
  • Normal physical activity includes occasional bending pushing pulling and lifting and carrying which may range up to 25 lbs. upon occasion.
  • Keyboarding and working at a computer monitor for extended periods required.
  • Phone usage reading speaking and listening.
  • Interaction with library system staff library customers other libraries agencies and organizations or vendors will be necessary to resolve situations or problems.
