JOB POSITION #116: JUNIOR ESTIMATOR / ESTIMATOR

NUMBER OF VACANCIES: 1

DEPARTMENT: Electric Utility/Engineering

PAY CLASS:

Junior Estimator- L- Non-Exempt

Estimator- M - Non-Exempt

SALARY RANGE:

Junior Estimator $24.41-$37.98 / Hour

Estimator $26.54-$41.25 / Hour

WORK LOCATION: MOC

TYPE OF POSITION: Regular Full-Time

DAYS WORKED: Monday-Friday

HOURS WORKED: 8:00 a.m. 5:00 p.m.

JOB DUTIES

ESSENTIAL DUTIES:

Follows established safety protocols and policies set forth by the Utility and as required for the
job. Must embrace and work with a safety first mentality.

Requires significant contact with telephone gas electrical archaeological environmental
Tribal State and BLM right-of-way agents and engineers. Contact with the public is constant.

Must become familiar with and implement applicable local state and federal electrical codes
including National Electric Safety Code (NESC) Metering and Service Guide line extension
agreement rules and regulations safety rules and the National Electric Code (NEC) - Article
230 service entrances.

Performs special assignments and other similar related incidental work.

Must have demonstrated work related to customer service skills and an outgoing personality to
relate to and serve customer needs.

Must be able to learn and understand guying techniques and properly use tables.

Using excellent customer service skills establishes and maintains effective working relationships
with other employees officials and all members of the general public.

Operates a motor vehicle to assist in carrying out the duties of the Electric Engineering
Department.

Must be able to calculate voltage drops (flicker) for larger motors.

Attendance at work is an essential function of this position.

ESSENTIAL DUTIES - JUNIOR ESTIMATOR:

Under the supervision of the Engineering Superintendent Engineer or Estimator works on
assigned tasks such as meter spots estimating overhead and underground extensions and writing
work orders including specifying materials.

Ability to acquire knowledge of and implement construction standards and procedures to prepare
work orders for large and small overhead electric distribution line extensions underground
extensions street lighting rerouting and reconductoring projects.

Must become familiar with minor surveying details with the ability to direct a small survey crew
for pole line staking.

Must learn to obtain right-of-way easements and have knowledge of researching properties at the
county courthouse.

Must learn to calculate voltage drops (flicker) for larger motors.

ESSENTIAL DUTIES - ESTIMATOR:

Under the supervision of the Engineering Superintendent works alone on assigned tasks and
may be assigned projects by the Engineers.

Requires knowledge of construction standards and procedures to prepare work orders for large
and small overhead line extensions underground extensions street lighting reconductoring and
rerouting projects.

Must be familiar with minor surveying details and can direct a small survey crew for pole line
staking.

Must obtain right-of-way easements and know about researching properties at the county
courthouse.

Assists in the training of Junior Estimators.

Must know how to correctly calculate peak demand from load information to size transformers
and secondaries.

NON-ESSENTIAL DUTIES:

QUALIFICATIONS

This position is subject to the Citys Drug and Alcohol-Free Workplace Program. This includes:
pre-employment testing post-accident testing reasonable suspicion testing return-to-duty
testing and follow-up testing.

Valid drivers license with an acceptable driving record.

Background checks are required of outside applicants.

Ability to establish and maintain good working relationships and communication with co-
workers supervisors City personnel and the public.

Ability to follow verbal and/or written instructions.

Ability to work under stress and handle stressful situations.

Ability to meet deadlines.

Ability to operate the tools and equipment listed.

Ability to meet people easily and to utilize practical communicative skills necessary to obtain
easements.

Ability to establish and maintain good working relationships with co-workers supervisors line
department personnel linemen and other City personnel and the public.

Ability to work effectively on complex individual and team projects.
Must operate a motor vehicle to assist in carrying out the business of the department and the
City.

QUALIFICATIONS JUNIOR ESTIMATOR:

A high school diploma or equivalent combined with a two-year college degree in electrical
mathematical industrial business or closely related fields.

OR

A combination of education and a minimum of two years experience within an industrial or
business setting and must complete required mathematics courses within two years at least one
semester of trigonometry and one semester of algebra if the applicant has not had a
mathematics course.

Must become familiar with procedures and techniques of power line estimating with experience
in or assisting in electrical job estimating.

Ability to acquire knowledge of construction standards and procedures.

Knowledge of personal computers. Experience with AutoCAD or similar drawing software or
the ability to obtain this knowledge through on-the-job training.

QUALIFICATIONS ESTIMATOR:

A high school diploma and an associates degree in electrical mathematical industrial or a
closely related field are preferred with at least one semester of trigonometry and algebra each.
Five years of experience as an Estimator for an electric utility company can be substituted for an
Associates degree.

Five years of progressive experience in the Junior Estimator position at the Farmington Electric
Utility with demonstrated ability to perform essential job duties or at minimum substitution of
up to five years of experience with another electric utility or consultant in a similar position of
electrical job estimating (such as a staking engineer or staking technician).

Must have or be able to obtain Comprehensive Staking Technician Certification from GDS
Associates/Hi-Line Engineering or a comparable staking technician program.

Familiar with the applicable NESC.

Familiar with USDA RUS distribution construction standards and procedures.

Basic knowledge of surveying techniques and the electrical One Call system.

Knowledge of personal and laptop computers. Clear working experience with Futura or another
geographical information system. Experience with AutoCAD ArcGIS or similar drawing
software. Working use of email Internet Word Excel hand-held GPS locators laser range
finders digital cameras cell phone/smart phone.

Operates a motor vehicle to assist in carrying out the business of the department and the city.

REQUIRED TESTING JUNIOR ESTIMATOR:

Certification will be required from GDS Associates Hi-Line Engineering or FEUS-selected
alternative training or equivalent.

TOOLS AND EQUIPMENT USED:

Personal laptop and mainframe computer hardware and software AutoCAD ArcMap ESRI
email spreadsheets and word processing software copy machine calculator fax machine
office phone smart phone basic survey techniques including the use of GPS locator laser
range finder field glasses marking paint hammer and wooden stakes H2S detector and motor
vehicle.

PHYSICAL DEMANDS:

While performing the duties of this job the employee is required to stand and sit for long
periods to walk use hands and or feet to operate objects tools and controls and reach with
arms and hands. The employee must climb balance stoop kneel crouch crawl talk hear lift
or move up to fifty (50) pounds. Outdoor work is required to review various undeveloped areas
construction sites or work facilities which may be challenging to access including walking over
rough terrain. Walking for substantial distances may be required.

Specific vision abilities required by this job include close vision distance vision color vision
peripheral vision depth perception and the ability to adjust focus.

Work is performed in a quiet office and outdoor setting (varying from remote to busy
construction) but the employee may be required to work in outside weather conditions which
may be wet or dry hot or cold and be exposed to high levels of noise and or vibrations. The
employee may work near energized electrical equipment and moving mechanical parts in an
environment exposed to fumes airborne particles toxic electrical shock hazard and/or caustic
chemicals.
