Job Description

The Town of Apex is seeking a collaborative and tech-savvy leader to serve as the next Finance Director. The Finance Director has the opportunity to work in this growing Town with AAA bond ratings and excellent stewardship of tax dollars. The Town is a fiscally responsible and well-managed government with an FY 25-26 budget of over $237 million. Reporting to the Deputy Town Manager the Director will oversee 23.25 FTEs.

This leadership role is critical in maintaining the organizations fiscal integrity and ensuring long-term financial stability. The Finance Director is responsible for offering strategic financial guidance to the governing body executive leadership and department heads and aligning financial operations with the Towns overall goals. The Director oversees the development of accurate fiscal records and financial systems and manages complex governmental finance and accounting functions to support the municipalitys financial health.

The Finance Director oversees the receipt of tax revenues and the collection of fees and other revenues in accordance with applicable laws and regulations ensuring accuracy and compliance. In addition to managing the investment of public funds and maintaining relationships with banking and investment service providers the Director is responsible for the integrity and oversight of the municipalitys centralized financial and procurement systems. The Finance Department under the Directors leadership is also responsible for key operational functions including accounts payable financial reporting payroll purchasing and utility billing. These responsibilities are essential to maintaining comprehensive and transparent financial records and supporting the municipalitys overall fiscal health.

The ideal candidate will bring a balance of technical expertise and emotional intelligence ensuring that the Finance Department not only meets its operational goals but also contributes meaningfully to the broader mission of the organization. The next Finance Director will ensure ethical stewardship of public funds.

The successful Director will be a proactive communicative leader who values collaboration and transparency across all levels of the organization. The ideal candidate will set clear expectations for staff provide the guidance and support necessary for success and hold team members accountable in a fair and constructive manner. This leader will understand the importance of engaging in thoughtful conversations before implementing change taking the time to assess existing policies procedures and systems to ensure that any adjustments are well-informed and strategically sound.

The ideal candidate will cultivate a unified and high-performing team atmosphere highlighting the significance of delivering exceptional consistent and prompt customer service both internally and externally. They will help the team understand the critical role they play in delivering accurate and timely information particularly in areas such as utility billing. A strong grasp of North Carolina finance law is essential including the ability to navigate and explain complex scenarios within departmental and capital project budgets.

Qualifications

Minimum requirements include any combination of education and experience equivalent to a bachelors degree in accounting or business with five or more years of experience in public finance administration with increasing supervisory responsibility.

Preferred qualifications include a masters degree certified public accountant (CPA) and/or certified Local Government Finance Officer.

The Community

Settled in the 1860s and incorporated in 1873 the Town of Apex acquired its name due to its location as the highest point on a 30-mile stretch of the Chatham Railroad line between Richmond Virginia and Jacksonville Florida. Located in southwest Wake County Apex and the surrounding area experienced unprecedented growth in the 1990s following job creation in Research Triangle Park and the nearby large universities. From a population of 5500 in 1990 to 80000 as of April 2025 Apex continues to experience rapid growth.

The 14th largest city in North Carolina Apex is known fondly as The Peak of Good Living. Money Magazine ranked Apex as the #1 Best Place to Live in the US in 2015. In November 2023 the Town opened the largest park in the Towns History Pleasant Park! Additionally those seeking a physical challenge will love the Towns Elevate Fitness course (think Ninja Warrior) at the Apex Community Park.

Apex hosts dozens of street festivals and special events annually attracting thousands of attendees. PeakFest is a signature community event drawing artisans from all over the state with unique wares. Dozens of barbecue-cook teams from across the country descend on Downtown Apex for the Peak City Pig Fest. The Apex Christmas Parade is another signature event that brings people together from across our community and is the only nighttime parade in Wake County. The Town celebrates being a welcoming community and the diversity of its residents with cultural festivals and events including the Latino Arts Festival Black History Month Indigenous Peoples Day Womens History Month Juneteenth Pride Holi and many others.
