Management Analyst IV

This position requires an active Secretclearance and a demonstrated professional-level proficiency in Spanish and/or Portuguese.

The Management Analyst IV supports the Strategy and Resources Unit (WHA/PPC/SRU) by ensuring the effective execution of foreign assistance programs. This role involves expert program planning policy coordination budget representation and performance monitoring particularly focusing on migration management and Central America.

Compensation & Benefits:

Estimated Starting Salary Range for Management Analyst IV: $143000.00

Pay commensurate with experience.

Management Analyst IV Responsibilities Include:

  • Expert Program Planning Execution and Monitoring
    • Apprises PPC Deputy Director and Director of issues as appropriate. Supports the identification and resolution of issues or problems in programming preferably before implementation. Communicates any issues or problems immediately to WHA to ensure their comprehensive resolution.
    • Regularly monitor how implementing partners content is created organized and named to ensure compliance with U.S. government standards. Use that information to collect and report on indicators of success collaborating closely with the interagency and other offices as appropriate.
  • Budget Representation and Training
    • Represent and communicate WHAs program objectives and policies to other State Department and USG offices. Liaise with WHA offices Department bureaus that provide grants to WHA interagency offices and WHA posts involved in administration financial planning and acquisition of program funding.
    • Foreign Assistance Performance Monitoring
    • Along with the WHA/PPC/SRU Performance Management Officer track program implementation effectiveness of WHA-managed assistance.
    • Compile and analyze complex interagency-provided and third-party data that assesses the performance of U.S. assistance implementers in support of Administration foreign policy goals.
  • Policy Coordination
    • Conduct analyses and coordinate policy issues associated with USG assistance programs and initiatives particularly for Central America with relevant WHA offices USAID/LAC INL PM PRM EB and other Department or USAID functional bureaus with equities in assistance to the Western Hemisphere.
  • Foreign Assistance Budget Planning Tracking and Coordination
    • Ensure effective execution of budget and program requirements establishing systematic methods of program execution evaluation or advocacy; assessing activities to determine funding requirements and to determine whether funding is warranted and available.
    • Make recommendations to WHA and Grants Officers on budget planning figures to meet stated programmatic goals and objectives.
    • Develop program budgets and track foreign assistance funding expenditures in grants and more broadly for the overall WHA foreign assistance budget.
    • Recommend allocations of foreign assistance program budgets to WHA leadership.
    • Provide verbal and written feedback to other Department functional bureaus on foreign assistance availability and/or limitations in WHA because of earmarks certifications and funding mechanisms.
  • Congressional Notifications (CNs) and Pre-Obligation Requirements
    • Track Congressional holds on foreign assistance appropriated to WHA through bilateral or regional initiatives.
    • Coordinate draft and submit Congressionally-required spend plans Notifications or other pre-obligation reports or documents.

Management Analyst IV Experience Education Skills Abilities requested:

Education & Experience

  • Masters Degree in international politics/foreign policy research & evaluation social science or other related fields. OR
  • Bachelors Degree combined with additional training or certifications in and/or five years of experience in international politics/foreign policy research & evaluation social science or other related fields.
  • Education and/or equivalent experience in Latin American issues. preferred
  • At least 3 years experience and background in WHA-managed foreign assistance project administration and/or oversight.
  • Additional professional training in program management executive writing and federal budget and programming guidelines is a welcome addition.

RequiredSkills & Abilities

  • Proficiency in qualitative and quantitative research methods.
  • Demonstrated on-the-job experience with budget planning and execution and collating quantitative and qualitative data.
  • Understanding of Congressional appropriations budget allocation and Notification procedures.
  • Knowledge of the State Department and federal grants management.
  • A demonstrated professional-level proficiency in Spanish and/or Portuguese language.
  • Ability to communicate in English effectively both orally and in writing.
  • Strong organizational communication interpersonal and computer skills.
  • Ability to work independently to assess priorities and manage daily coordination of details with minimal supervision.

PreferredSkills & Abilities

  • Experience assisting in the planning of conferences events grants management trainings or presentations for senior officials.

  • Travel twice per year for up to 1 week each international travel an active passport required.
