Job Title: Civil Attorney Division: Administration Department: City Attorney
Annual Wage: $99424 - $144056
Performs a wide variety of professional legal work representing the City. Serves as Washington City Prosecutor manages criminal cases for prosecution in Washington City Justice Court. Manages civil matters and legal functions as determined by the City Attorney.

ESSENTIAL FUNCTIONS
Criminal law research investigations and prosecution of criminal violations in Washington City Justice Court. Assist and attend to civil law needs in conjunction with the City Attorney. Write legal documents including agreements resolutions ordinances policies and letters. Review and advise on ordinances resolutions cases contracts and state law. Conduct legal research and prepare legal opinions-review of materials submitted to City departments for compliance. Advise elected officials boards and commission and City departments and employees on a variety of legal issues and functional complexities of laws and facts. Represent Washington City in legal proceedings. Prepare and train City officials and employees. Research and advise on civil matters related to land use real estate human resources administrative law open and public meetings government records access laws and similar areas of municipal function.
Review and respond to GRAMA requests referred to the City Attorney from other departments and advise of appropriate disclosure and responses and prepare a response when requested or necessary. Coordinate lawsuit defense and notices of claim with the clerks office insurance provider and other involved parties. Represent City Attorney opinions within parameters to other departments as needed.
Work closely with a variety of municipal divisions including Mayor and City Council Members Administrative Staff Planning and Zoning Building Department Public Works Department Utilities and Treasurers Office Recorders Office Court personnel and others.
Outreach and collaboration with other city and government agencies and their attorneys to facilitate and accomplish the relationships and interests of Washington City in the greater geographic area.
Attend and advise before public meetings of Washington City such as City Council and Planning Commission meetings.
Administrative Duties: Performs duties related to the efficient daily planning management and operations of the City Attorneys Office and assures work quality consistent with goals and objectives. Establishes work priorities and assignments; assists in developing and monitoring the office budget and processes invoices. Attend meetings as required with multiple agencies work with other city officials local State and Federal law enforcement agencies the Attorney Generals Office Utah Prosecution Council and Utah State Bar.
Performs general law office related functions processes and procedures; provides initial contact and assistance to various law enforcement officers attorneys state agencies and victims; assists probation and parole personnel; apprises callers of status of various cases; exercises judgment related to confidentiality and propriety of case hearing warrants and related sensitive material. Performs typing word processing filing dictation calendaring telephone and digital meeting functions and coordinates with other departments and personnel regarding work with their departments.
MINIMUM QUALIFICATIONS
A. Graduation from the college of law with a juris doctorate degree
And
B. Experience preferred but not required.
A general knowledge of the following areas of law: contract employment legislation civil rights municipal and federalism.
Ability to: provide accurate and timely legal advice to officials of Washington City; conduct the prosecution of civil and administrative legal cases assigned; present statements of fact law and argument intelligently and logically; gather and evaluate information obtained through research investigations and interviews; apply legal principles and knowledge to individual cases and problems; analyze and evaluate facts and evidence and apply them to individual cases and problems; establish and maintain effective working relationships with employees other agencies and the public; follow written and oral instructions; communicate effectively orally and in writing; and use technology effectively.
3. Special Qualifications:
Must be licensed to practice law in the State of Utah or must obtain a license to practice law in Utah within six months of hire date. Must maintain active membership in the Utah State Bar in good standing.
Must possess a valid Utah Drivers License.
4. Work Environment:
The position is performed in a typical office setting with appropriate climate controls. Tasks
require a variety of physical activities not generally involving muscular strain such as walking standing
stooping sitting reaching talking hearing seeing and common eye-hand-finger dexterity. The mental application requires memory for details and verbal instructions emotional stability discriminating thinking and creative problem-solving. Periodic travel is required in the normal course of job performance. Personal cell phone availability to accept calls.
As per Washington City policy and/or procedures a background check and drug screening evaluation will be required for potential new hire candidates prior to an offer of employment. I understand that if I am under the age of 18 I must have my parent or my legal guardian grant their permission for the background check and drug screening test to be performed.
