Job Description

POSITION TITLE: Community Engagement Specialist STATUS: Non-exempt FT GRADE: 3

DEPT: Early Childhood Services PROGRAM: Child Care Resource & Referral

REPORTS TO: COORDINATOR OF COMMUNITY ENGAGEMENT SALARY: $44000-$46450

SUMMARY: The Community Engagement Specialist is responsible for the design coordination and implementation of overall recruitment efforts of child care providers and support services for new family and center based child care providers in DuPage Kane and Lake counties. The responsibility ranges from data analysis to marketing outreach and collaborations. The Community Engagement Specialist is active in the promotion of synergy across YWCA programs and in Racial Justice work. *Note: This position description also is valid for a bilingual Community Engagement Specialist.

COLLABORATES WITH: Collaborations with the Director of Community Engagement; other ECS and Provider Services staff members; community associations and child care providers in DuPage Kane and Lake counties; other YWCA staff members; and representatives of state of Illinois entities.

ESSENTIAL RESPONSIBILITIES:

Program Operations: Develop administer and evaluate the overall child care provider recruitment plan in DuPage Kane and Lake Counties. Analyze trends based on database statistics community development and census data. Utilize the action plan created by the Director of Community Engagement and engagement team to leverage information and statistics to increase the supply of child care in identified areas of need through a racial equity lens.

Collaborate with external sources including local and state IDHS and DCFS agencies family child care and early childhood associations in order to evaluate child care recruitment needs. Assist in the identification of community needs; work to remove barriers and develop programs and to address needs.

Administer and evaluate training services for new providers including on-going orientation sessions to expand their current knowledge. Follow-up with training attendees to offer Technical Assistance and additional support as needed. Provide welcome visits to child care providers to explain the services of CCR & R and offer education on operating a child care business. Direct and participate in community outreach activities. Monitor and evaluate outreach and follow up activities under supervision of the CCR & R Assistant Manager. Promote and market QRIS with providers and community and provide technical assistance as needed.

Marketing: Partner with the Director of Community Engagement and database team to develop a marketing plan to support and ensure the success of the recruitment plan and CCAP enrollment plan. Develop data reports spreadsheets and other documentation for the program on a regular basis to track work progress. Participate in advocacy efforts related to child care through active involvement in professional organizations.

Community & Association Collaborations: Participate in and assist in the development of FCC (Family Child Care) Associations and networks in DuPage Kane and Lake Counties. Maintain constant contact with each association leader to ensure leaders and/or group members understand the role of the CCR & R in child care. Assess the need and direction of each association/network and provide support as needed. Collaborate with FCC associations to promote the services of the CCR & R.

Professional Development: Maintain current knowledge of the ECS programs and recent developments in the field through participation in required continuing education and attendance at seminars and conferences professional publications and research with updated technology.

NON-ESSENTIAL RESPONSIBILITIES: Participate in administrative and program meetings as appropriate.

OTHER DUTIES AS ASSIGNED: Other duties outside of the responsibilities of the position may be assigned whether for a project special needs task or other assignment.

QUALIFICATIONS: At least one year of experience in Early Childhood Care and Education or a related field and child care experience is required; greater experience up to three years is preferred. Program management experience is required. Marketing and collaborative experience in community outreach is highly preferred. The position requires skill in effective presentation of information and response to questions from groups of managers representatives of community groups members etc. Effective oral and written communication skills are required. Knowledge of the local service area of Lake County required.

Strong interpersonal group dynamic and collaborative skills are required. The Community Engagement Specialist must have demonstrated listening persuasive and collaborative skills relevant to community engagement work. As a YWCA member representative to community groups the Community Engagement Specialist must represent the YWCA professionally.

Professional Training Required: A minimum of fifteen (15) hours of professional training related to Early Childhood and/or to the responsibilities of the position is required annually.

*Note: This is a bilingual position focused in Lake County. A bilingual Community Engagement Specialist who works with a foreign language speaking community must demonstrate cultural competency with that community and fluency in both English and the communitys language (oral and written).

EDUCATION REQUIRED: At minimum an Associates degree from an accredited college or university with a major area of study in Child Development Education Social Work or a related field is required.

WORK ENVIRONMENT: The work environment includes offices; members and visitors may visit with children. The noise level is usually moderate. Movement requirements include walking stooping or kneeling. There may be a need to reach lift or move objects such as packages supplies and computers. Normal (or corrected) vision range; ability to see color and to distinguish letters numbers and symbols are necessary to the work which may require close viewing. Occasionally may need to lift and/or move up to 30 pounds. Communication needs include seeing hearing and speaking. While in the office there will be periods of sitting holding a telephone and using computers. Reasonable accommodations may be made for an incumbent to meet the essential responsibilities of the position.

WORK SCHEDULE: Monday Friday 8:30am-4:30pm. This position may require work on some evenings and weekends. Schedule can vary depending on the needs of the agency.
