Job Description

This is a field leadership position. Primary worksite (headquarter county) is flexible and based on location of final candidate.

What Youll Do:

Supervise assigned health care facilities surveyor supervisors (field managers) and other staff. Plan and coordinate survey and inspection activities relative to long-term care and non-long-term care providers and suppliers state licensure surveys complaint investigation surveys and licensure activities not requiring onsite visits to providers or suppliers.

  • Approve workload scheduling/leave requests & travel itineraries of staff.
  • Conduct regular staff meetings to lead/guide activities of staff.
  • Monitor field staff performance on site & initiates investigations/disciplines as needed
  • Make recommendations for licensure or enforcement action.
  • Review deficiency citations.
  • Communicate with providers and complainants.
  • Conduct probationary and annual performance evaluations.
  • Train assigned field managers on survey processes.
  • Provide orientation to new staff and monitors training progress.
  • Review harm and Immediate Jeopardy surveys or inspection documentation prior to transmittal to provider or supplier
  • Regulatory Enforcement Bureau Centers for Medicare/Medicaid Services (CMS) or central files.
  • Recommend corrective action plans to correct deficient practices inferior or inadequate work products among staff.
  • Evaluate and make recommendations to supervisor relative to operational bureau needs and/or changes in goals and objectives and operating budget projections and procedures.
  • Timely notify supervisor of staff problems or facility issues that may jeopardize meeting required performance measures.
  • Oversee the gathering evidence for cases which may involve legal action or assists supervisor as assigned.
  • Provides expert testimony as survey manager before judicial bodies as necessary.
  • Participate in hearing preparations and hearings when surveys or state survey licensure or certification decisions will result in legal actions.
  • Research special problems evaluates data and recommends appropriate action when assigned.
  • Prepare and deliver speeches to community groups providers suppliers consumers or other agencies; drafts letters in response to public or legislative queries/requests.
  • Attend in-service training and training for bureau supervisors.
  • Work with staff of other agencies as appropriate or directed to facilitate effective review of survey findings and reports and resolve consumer complaints.

Unusual working conditions:

Potential totravel twelve (12) months per year including some overnight travel regardless of weather conditions.

Training and developmentrequired to remain in the classification after employment:

Renewal of licensure/certification/registration pertinent to assigned discipline as mandated by Ohio Revised Code.

Unless required by legislation the selected candidate will begin at Pay Grade 15 Step 1 (Exempt) Pay Range Schedule ($41.23 per hour) with an opportunity for pay increase after six months ($43.55) of satisfactory performance and then a yearly raise thereafter.

Certification licensure or registration commensurate with assigned discipline (i.e. registered nurse or licensed dietician or licensed social worker or registered environmental health specialist orlicensed nursing home administrator or licensed pharmacist or licensed physical/occupational/speech therapist)AND 6 mos. exp. as Health Care Facilities Field Surveyor Supervisor 1 61585 AND valid drivers license.

OR

Certification licensure or registration commensurate with assigned disciplineAND 12 mos. exp. as Health Care Facilities Field Surveyor Independent 61582 or equivalent and record data ANDvalid drivers license.
