Power Contracts & Settlements in our Electric Utility Division!

A 2% base salary increase is scheduled to become effective with the first full pay period that begins after July 1 2025.

THE POSITION
The position presents a unique opportunity to gain valuable experience in the electric utility industry and work with a talented team of utility professionals! The City is seeking a highly skilled analytical and innovative Management Analyst (Power Contracts & Settlements) to support the administration of energy procurement contracts settlement verification contract and regulatory compliance in a dynamic utility environment. Reporting to the Power Supply Manager this position is responsible for executing and managing power purchase agreements and other energy contracts reconciling market settlements with CAISO and counterparties and ensuring accurate reporting under Californias regulatory frameworks. The role also supports financial forecasting cost analysis REC management via WREGIS and long-term planning efforts such as the Integrated Resource Plan (IRP). This position will prepare and submit regulatory reports to utility regulatory bodies at the state and federal level. This position acts as a key liaison with external agencies and internal departments maintaining contract databases validating meter and settlement data and contributing to the utilitys fiscal and operational integrity.

IDEAL CANDIDATE
The ideal candidate possesses experience in the electric utility industry typically through energy procurement market settlements finance and utility contract administration with an understanding of regulatory mandates from CAISO CPUC CEC and CARB or closely related field. They demonstrate technical expertise in reviewing and validating market transactions managing REC compliance and preparing accurate financial and compliance documentation. Proficiency with analytical tools such as Excel SQL and settlement reconciliation platforms is essential. The ideal candidate excels in cross-functional collaboration communicates effectively with technical and non-technical audiences and applies sound judgment in high-stakes regulatory contexts. A bachelors degree or equivalent experience is required and certifications in contract management or energy market operations/forecasting are highly desirable.

MINIMUM QUALIFICATIONS

A bachelors degree in finance public or business administration or a closely related field; OR equivalent related work experience;AND
A minimum of three (3) years of progressively responsible professional experience performing administrative operations budgetary and similar in a governmental agency is preferred.

The Moreno Valley Utility (MVU) manages the operation maintenance and business planning of the Citys electric utility. The City began serving new customers in February 2004 providing safe reliable and economical public electric service with a focus on innovative customer solutions infrastructure enhancement community development and environmentally responsible resource management.
