Job Description:
Incumbent is responsible for managing and directing all security related issues associated with the IC & DoD SAP program portfolio at the L3Harris Space & Airborne Systems office in Rochester NY. The CPSOs responsibilities include management and execution of all facility security functions including SCIF operations personnel security program support physical security document control badging and access control. The CPSO implements all requisite national security directives with specific emphasis on NISPOM and other governing directives as applicable. The incumbent is responsible exhibiting the dedication and expectation of excellence required of a seasoned security professional while working and making decisions independently without direct supervision. The CPSO works as a team player exhibits flexibility sets priorities and manages customer expectations in a sometimes fast-paced environment. The CPSO interacts with internal and external customers or Government security officials in performance of security duties. The incumbent is responsible for supporting and enacting all L3Harris corporate policies including the protection of L3Harris intellectual property.
Essential Functions:
Incumbent is responsible to the Rochester NY office relative to execution of responsibilities associated with the position of CPSO specifically tactical operational control regarding management/operation of secure areas and Program Security Officer responsibilities
Administer address and complete personnel security requirements with employees regarding security issues CONOP writing program protection plans program access briefings and clearance/access maintenance for briefed employees
Administer and track requisite annual training escort training initial security clearance briefing and security debriefing for all cleared employees
Ensure all required security support for IC and DoD SAP level programs and manage operations of SCIFs in accordance with governing directives and program specific guidance
Responsible for ensuring the formulation establishment and execution of security policy procedures and protocols pertinent to the facility consistent with National Industrial Security Program requirements
Analyze and investigate security incidents and violations; prepare internal and external customer reports
Responsible for effective communications regarding security by interfacing with or liaising with external customers (Government Associate Contractors Subcontractors former employees) and internal L3Harris organizations
Physical security duties include but are not limited to combinations access control systems alarm accesses secure area modifications and buildouts
Manage and handle incoming and outgoing classified material destruction and other such accountable items
Prepare and participate in IC community Security Assessments
Manage visit requests to secure areas
Create and/or maintain continuity books and procedures for multiple security functions
Prepare and update Fixed Facility Checklists (FFCs) and other documents in accordance with customer guidelines
Responsible for adhering to L3Harris corporate policies on protecting intellectual property PII protection Insider Threat and other such policies
Use of security databases such as TALON and JADE.
Conduct indoctrination briefings and educating cleared personnel on their clearance responsibilities
Debriefing individuals who no longer have a need-to-know or resign from their position
Qualifications:
Active Top Secret/SCI Clearance
Bachelors Degree and minimum 4 years of prior relevant experience. Graduate Degree and a minimum of 2 years of prior related experience.
Preferred Additional Skills:
Completion of an accredited/approved CSSO course; other professional accreditations and certifications
Efficient proactive responsive team player with excellent written and oral communication skills
Able to interface effectively with all levels of corporate management and government customers
Proficient computer skills including Microsoft Word Excel Outlook and PowerPoint
Experience using security management software and applications
Highly organized with ability to manage multiple priorities and time sensitive deliverables
Hands on self-starting disciplined and detail-oriented individual with ability to work independently in a high-volume environment
Working knowledge of DoDM 5205.07 Intelligence Community Directives (ICDs) and supplement Information system security experience
Experience implementing NISPOM requirements and ICD 705 Standards
Familiarity with operations of SCIF spaces
In compliance with pay transparency requirements the salary range for this role in New York State is $65500 - $121500. This is not a guarantee of compensation or salary as final offer amount may vary based on factors including but not limited to experience and geographic location.
